Bureau Valley Community Unified School District 340 issued the following announcement on July 16.

SPRING VALLEY — Road work will start soon in Spring Valley, as discussed during Monday night’s city council meeting.

City Engineer Mike Richetta of Chamlin and Associates advised the council that the motor fuel tax contracts have all been signed, and work will begin in the near future.

During the previous meeting, the council accepted the low bid from Advanced Asphalt in the amount of $117,472.80. The streets to be resurfaced include parts of Old North Road, Second Street and Seventh Street.

Alderman Fred West has received complaints in regards to the condition of East Cleveland Street from Barton Street to the dead end. West suggested adding this section of Cleveland Street to what is being already resurfaced.

West said, “The bids for the original project came in less than expected, so maybe we can add this to the project.”

Richetta said he would talk with Advanced Asphalt. The motor fuel tax paperwork would not need to be submitted because the additional money would come from the funds the city was adding to the project.

In other news:

• The council approved the health, dental and vision insurance renewal with United Healthcare and Standard Insurance. There is a 7 percent increase on the health and dental insurance and no increase on the vision portion.

Mayor Walt Marini said, “We met with the people from Dimond Brothers Insurance, and this was the cheapest plan we could come up with.”

• The sewer work under Route 6 near St. Margaret’s Hospital has not been started yet. Superintendent of Streets Jeff Norton said: “I’m waiting to hear the contractor. They have ordered the materials.”

• The council received thank-you notes from the Hall Township Food Pantry and Small Business Development Center.

• The next regularly scheduled meeting will be at 7 p.m. Monday, July 30 in the Council Chambers.

• The council approved the appropriation ordinance for the fiscal year beginning May 1, 2018, and ending April 30, 2019. Before the vote took place, Alderman Ken Bogacz asked whether the ordinance had been reviewed by all of the departments.

City Attorney Jim Andreoni explained that the ordinance just sets the maximum amounts that will be spent by each department and that it is not a budget document.

Andreoni said, “We will never spend the amounts that are listed because the revenue isn’t there.”

• City Clerk Becky Hansen has been working on creating a budget. She explained that there is no way the city has enough revenue to break even on the budget.

Hansen said, “We have made as many cuts as we can at this point. Hopefully we will be closer to breaking even.”
