Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, November 6, 2018, be approved as recorded in the permanent files of the City Clerk.
Second by Ganiere.

Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of
November 16, 2018, in the amount of $399,825.62, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of
November 20, 2018, showing expenses in the amount of $2,820,597.43, be approved and warrants issued.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of
November 7, 2018, in the amount of $9,425.75, be approved and warrants issued.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed city official in
Kimberly Zimmerman as NCAT Transit Director, which has been on file for public inspection since November 6, 2018, be adopted.
Second by Less.

Commissioner Aussem presented Quote.
Moved by Commissioner Aussem that the Quote received from Xylem Water Solutions USA Inc. in the amount of $14,107.52 for the Illinois Avenue lift station repairs, be received and paid for from the Wastewater Fund.

Moved by Commissioner Less that a Resolution authorizing execution of an intergovernmental agreement between the City of Ottawa and the State of Illinois, regarding the resurfacing of Route 23, which has been on file for public inspection since November 6, 2018, be adopted.
Second by Aussem.
Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Commissioner Less presented Resolution.
Moved by Commissioner Less that a Resolution authorizing the execution of a preliminary engineering services agreement between the City of Ottawa and Renwick & Associates Inc., for the Green Street reconstruction, which has been on file for public inspection since November 6, 2018, be adopted.
Second by Eichelkraut.

Moved by Mayor Eschbach that an Ordinance amending the City of Ottawa’s policy prohibiting sexual harassment, be passed and approved.

Moved by Mayor Eschbach that a Resolution approving and authorizing the execution of an employment agreement for an appointed city official in Debra Ness as Assistant Public Works Director, which has been on file for public inspection since November 6, 2018, be adopted.

Mayor Eschbach presented Resolution.
Moved by Mayor Eschbach that a Resolution to enter into an agreement for application and coordination services for a FEMA Grant on behalf of the City of Ottawa, regarding Green Street, which has been on file for public inspection since November 6, 2018, be adopted.

Mayor Eschbach presented Resolution.
Moved by Mayor Eschbach that a Resolution authorizing the sale of surplus real property owned by the City of Ottawa by alternative method of sale and providing public notice thereof, for property located at 1203 Fulton Street, be adopted.
