Village of Minooka Board met Dec.. 18.

Here is the minutes provided by the board:

Village President, Patrick Brennan, called the meeting to order at 6:30 p.m. followed by the Pledge of Allegiance. Trustees present: Dave Deahl, Terry Houchens, Dennis Martin, Barry Thompson and Dick Parrish. Trustee Absent: Chad Hrechko. Also present: Dan Duffy ‐ Village Administrator; John Harrington ‐ Finance Director; Ryan Anderson – Public Works Superintendent; Chris Spesia – Village Attorney and Paul Pearson – Village Engineer.

Changes to Agenda – No changes.

Review of Minutes – Minutes of the Village Board Meeting of November 27, 2018 were reviewed. Trustee Deahl moved, Trustee Parrish seconded the motion to accept the minutes of November 27, 2018 Village Board Meeting with the following changes to page 3; For Annexation Committee Report and Executive Session it stated that “President Brennan stated/announced,” this was changed to Temporary Chairman Houchens due to President Brennan not being in attendance for the VB meeting of November 27, 2018.

Ayes: Thompson, Parrish, Martin, Deahl, Houchens Nays: None Absent: Hrechko Motion carried.

Bills and Transfers ‐ Trustee Martin moved, Trustee Houchens seconded the motion to approve the Bills and Transfers as presented.

Ayes: Parrish, Martin, Houchens, Thompson, Deahl Nays: None Absent: Hrechko Motion carried.

Treasurer’s Report ‐ Trustee Martin moved, Trustee Houchens seconded the motion to approve the Treasurer’s Report as presented.

Ayes: Deahl, Thompson, Houchens, Martin, Parrish Nays: None Absent: Hrechko Motion carried.

Public Forum – President Brennan opened Public Forum at 6:33 p.m.

No one present for Public Forum.

President Brennan closed Public Forum at 6:33 p.m.

Consent Agenda – Mr. Dan Duffy read the titles of two (2) items (9A‐9B). Trustee Thompson moved, Trustee Martin seconded the motion to accept the Consent Agenda. Ayes: Houchens, Parrish, Thompson, Deahl, Martin Nays: None Absent: Hrechko Motion carried.

Unfinished Business – There was no unfinished business.

New Business Items Public Hearing for the 2018 Property Tax Levy – President Brennan opened the Public Hearing for the 2018 Property Tax Levy at 6:34 p.m. John Harrington, Finance Director, gave a brief on the 2018 Property Tax Levy. There was no one present for public comment. President Brennan closed the Public Hearing at 6:35 p.m.

Ordinance Adopting 2018 Property Tax Levy– Trustee Martin moved, Trustees Deahl and Houchens seconded the motion to pass Ordinance #2018‐34, Adopting 2018 Property Tax Levy.

Ayes: Thompson, Houchens, Deahl, Parrish, Martin Nays: None Absent: Hrechko Motion carried.

Resolution for Health Insurance Policy (BCBS) – Trustee Martin moved, Trustee Houchens seconded the motion to pass Resolution #2018R‐2222, Authorizing for Health Insurance Policy (BCBS).

Ayes: Deahl, Houchens, Martin, Parrish, Thompson Nays: None Absent: Hrechko Motion carried.

Resolution for Dental Policy Renewal (BCBS) – Trustee Martin moved, Trustee Houchens seconded the motion to pass Resolution #2018R‐2223, Authorizing for Dental Policy Renewal (BCBS).

Ayes: Parrish, Thompson, Deahl, Houchens, Martin Nays: None Absent: Hrechko Motion carried.

Resolution for Vision Policy Renewal (VSP Inc.) – Trustee Martin moved, Trustee Deahl seconded the motion to pass Resolution #2018R‐2224, Authorizing for Vision Policy Renewal (VSP Inc.).

Ayes: Thompson, Parrish, Martin, Deahl, Houchens Nays: None Absent: Hrechko Motion carried.

Resolution Authoring WWTP Dewatering Engineering Service Contract ($175,000‐ Strand & Assoc.) – Trustee Thompson moved, Trustee Parrish seconded the motion to pass Resolution #2018R‐2225, Authoring WWTP Dewatering Engineering Service Contract ($175,000‐ Strand & Assoc.), with a change to the last paragraph on page 6, changing the last sentence from. “bench trial in a court of competent jurisdiction within the State of Wisconsin” to “bench trial in the Circuit Court of Grundy County within the State of Illinois.”

Resolution Authorizing Execution of an Economic Incentive Agreement (OSCO, Inc) – Trustee Martin moved, Trustee Thompson seconded the motion to pass Resolution #2018R‐2226, Authorizing the Execution of an Economic Incentive Agreement (OSCO, Inc).

Ayes: Houchens, Parrish, Thompson, Deahl, Martin Nays: None Absent: Hrechko Motion carried.

Resolution Extending McLindon Road Project Contract Deadline with PT Ferro – Trustee Thompson moved, Trustee Martin seconded the motion to pass Resolution #2018R‐2227, Extending McLindon Road Project Contract Deadline with PT Ferro.

Ayes: Martin, Thompson, Houchens, Deahl, Parrish Nays: None Absent: Hrechko Motion carried.

Resolution Approving Minooka Police Commission Bylaws Amendments – Trustee Parrish moved, Trustee Deahl seconded the motion to pass Resolution #2018R‐2228, Approving Minooka Police Commission Bylaws Amendments

Ayes: Houchens, Deahl, Martin, Parrish, Thompson Nays: None Absent: Hrechko Motion carried.

Resolution Approving Minooka Police Vehicle Purchase ($33,465.00 ‐Morrow Brother Ford, Inc) – Trustee Parrish moved, Trustee Deahl seconded the motion to pass Resolution #2018R‐2229, Approving Minooka Police Vehicle Purchase ($33,465.00 ‐Morrow Brother Ford, Inc).

Ayes: Thompson, Houchens, Martin, Parrish, Deahl Nays: None Absent: Hrechko Motion carried.

Resolution Accepting the Police Pension Fund Municipal Compliance Report – Trustee Parrish moved, Trustee Deahl seconded the motion to pass Resolution #2018R‐2230, Accepting the Police Pension Fund Municipal Compliance Report.

Staff Reports – Mr. Duffy stated that all staff reports stand as submitted.

Liquor Commission Report – President Brennan stated that there was nothing to report.

Annexation Committee Report – President Brennan stated that there was nothing to report.

Executive Session – President Brennan stated there was no need for an Executive Session.

Action from Executive Session – No action needed.

As Appropriate – Trustee Parrish wished everyone a Merry Christmas and Happy Holidays. Trustee Thompson thanked everyone who helped out with The Village Christmas this year.

Trustee Thompson moved, Trustee Parrish seconded the motion to adjourn at 6:44 p.m. All voted aye, meeting adjourned.
