City of Lasalle Council met Feb. 22.

A regular meeting of the La Salle City Council of La Salle, Illinois was held Tuesday, January 22, 2019 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.
The meeting was called to order at 6:30 p.m.

COMMUNICATIONS
Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Illinois Department of Revenue Report showing sales tax collected for October 2018 of $81,620.27 and Home Rule Sales Tax of $72,173.08 for a total of $153,793.35. Each and every alderman has a copy.

SPECIAL COMMITTEES
Attorney McPhedran indicated that two representatives of Thorntons were present in the council chambers in case the council had any questions. The Planning Commission did approve the recommendation. There were some concerns raised by a representative of the cemetery to the north of the proposed development asking for some consideration regarding a possible sound buffer to assist with sound while services are going on. The developer seemed receptive to working with them. Mayor Grove thanked Thorntons for the on-going respect and dialogue that led to this point. He added that we are very excited to have Thorntons in the City. He also thanked Brian Brown and Katherine Koyak for their efforts.
Attorney McPhedran stated that the Planning Commission vote was unanimous. He added that the developers seek to have both the Preliminary and Final Plat approved. Attorney McPhedran ask the developers to confirm that the estimate on the off-site roadway improvements was $1,082,000.
Todd Smutz of Thorntons confirmed off-site roadway improvements on 351 and Civic Drive and the widening of Canaan Drive was $1,082,000. He also confirmed that a bond will be provided for the portion that is on city streets. Attorney McPhedran inquired if these costs in addition to the costs of acquiring the land and the costs to put in the building. Mr. Smutz stated that the roadway costs are what they consider to be extraordinary expenses required to build on the site and yes, they are in addition to the other items mentioned by Attorney McPhedran. Mr. Smutz stated that they are petitioning to combine all four lots to make one parcel. He added that the site will include 40 truck parking spots, 10 auto fueling dispensers, and a 5500 sq. ft. store with a 2600 sq. ft. quick service restaurant with a drive thru. Mr. Smutz stated that plans are finished, however it is a long process with IDOT. Tentatively, they would like to break ground in April, but due to IDOT, it may be more like June with an opening in mid-October.

STANDING COMMITTEES
Alderman Ptak stated that the Finance Committee met to discuss the possible reduction of water rates. He stated that 7-8 years ago the council had the tough job of having to raise the rates to meet demands of the water and sewer. The council was committed at that time not to bond out, which during those years that goal was achieved. Meetings were held and looked at all projects and estimates were gathered and that is how they came up with the amount rates needed to be raised. Alderman Ptak then reviewed the following list of projects that have been completed over the years since the increases were put into effect as well as upcoming projects and some financial information.

Alderman Ptak recognized our City Engineer and Superintendent for seeking grants to assist with the funding of some of the projects.

• 2020 we retire a water bond currently in the budget for $315K per year. We have not taken on any new bond debt.
• 2023 we retire a sewer bond currently in the budget for $160K per year
• $586K per year until 2030 to pay for the east end plant.
Alderman Ptak said we are sensitive to the citizens of La Salle and at this time we have reserves to handle these projects in the future, so this allows the reduction in the water and sewer rates. Typically, every February 1, rates go up. Below is a graph of the fees as they stand and as proposed.
Mayor Grove stated that he believes that we want to do the right thing by our residents and the City feels comfortable that we can cover the projects as planned.

NEW BUSINESS
Mayor Grove thanked Brian Brown and Katherine Koyak for going to Springfield today to present information concerning the OSLAD grant which seeks funding for a path from Rotary Park to the lake. Katherine showed the presentation board that was used in Springfield to those present at the council meeting. City Engineer Brian Brown stated that Katherine did a great job presenting and he felt it was well received. He believed all the points they are looking for were met and is hopeful we will receive the grant. Mr. Brown hopes that we should hear relatively soon.
Mayor Grove stated that in regard to Shared Services, La Salle has met with FOP and officers and had a very good dialogue. It was a positive meeting and they were very open and receptive. Mayor Grove stated that he was not aware if Peru has done the same. Mayor also indicated that there was an article in the paper regarding the Jewel site. Back in November Mayor Harl had asked for a commitment from La Salle in regard to the site and we were not in a position at that time to commit. La Salle was aware that Peru could list the Jewel site for potential retail site. He added that if that property does sell, it does not mean there a potential Shared Services will not happen. There are other locations that can be considered.

COMMENTS
Alderman Herndon expressed personal sentiments regarding the impact Rick Zimmer had on the City and described him as quite the gentleman.
City Engineer Brown stated that two jobs are currently out for bid. One is for the Hegeler Park Storm Sewer and the 4th Street Storm Sewer from Joliet to Marquette near Trinity Catholic Academy. He also added we need working platforms at the wells, so he is working on bids or quotes for those to install in the spring.
Alderman Schneider thanked and recognized Jeff Bumgarner and his crew for their hard work with snow removal.
