City of Lasalle Council met Jan. 7.

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, January 7, 2019 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.
The meeting was called to order at 6:30 p.m.
PLEDGE OF ALLEGIANCE

APPROVAL OF MINUTES
Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file Minutes of the Public Hearing and City Council meeting held on Monday, December 3, 2018 recessed and reconvened on Wednesday, December 5, 2018 and the minutes of the December 17, 2018 Regular City Council meeting. Each and every alderman has a copy.

PETITIONS
Representatives of the Rotary Park Foundation (Chris Vaske, Carla Margis and Chad Gilbreth) presented a $5,000 check to Aldermen Lavieri and Schneider, Park Liaisons, on behalf of Music and Art in the Park. Mayor Grove thanked the Rotary Park Foundation for their continued efforts.
Moved by Alderman Reynolds and seconded by Alderman Schneider to grant the requests of the Catholic War Veterans St. Hyacinth Post 1229, La Salle Peru Area Career Center, Waltham Elementary PTCC and Club 55. Each and every alderman has a copy.

Attorney McPhedran explained that after the last meeting, Alderman Sellett realized that he should have abstained from voting on the issuance of a Raffle License to the La Salle-Peru Township High School Foundation for Educational Enrichment, even though it was taken as a voice vote. Mr. Sellett serves on the Foundation, but has no financial interest. However, to avoid any suggestion of conflict, the license will be rescinded and reauthorized. Alderman Sellett will abstain from the vote.
Moved by Alderman Reynolds and seconded by Alderman Ptak to rescind and also reauthorize Raffle License granted on December 17, 2018 to the La Salle- Peru Township High School Foundation for Educational Enrichment. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Reynolds to refer the request from Peter Wang on behalf of PHP Homes, LLC Six for rezoning from R-1 to C-1 for premises located at 345 Sixth Street to the Planning Commission. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.
Moved by Alderman Lavieri and seconded by Alderman Schneider to refer the request from Robert Baldin and Michael Eltrevoog on behalf of Baldin’s Garage for rezoning from C-1 to C-2 for premises located at 2405 St. Vincent Avenue to the Planning Commission. Each and every alderman has a copy.
Voice vote, all ayes. Motion carried.
Alderman Bacidore inquired what type of business Mr. Baldin plans to run. He expressed concern about the petition. He stated that we just got that area cleaned up and do not want another junk yard. Mayor Grove encouraged Alderman Bacidore to stop and talk to Mr. Baldin. In addition, he encouraged the aldermen to attend the Planning Commission hearing. Attorney McPhedran stated that he believes Mr. Baldin has been made aware that there are concerns. In regard to the types of development he is planning and if it fits within our Zoning and Comprehensive Plan will be discussed at the public hearing of the Planning Commission. Attorney McPhedran stated that he has the right to be heard and have his petition considered.
Moved by Alderman Demes and seconded by Alderman Ptak to grant the request from La Salle State Bank and Gary Curtin for a Sign Permit to install at 192 sq. foot single-face sign for premises located at 137 Gooding Street. Each and every alderman has a copy.

SPECIAL COMMITTEES
Attorney McPhedran explained that the Zoning Board of Appeals reconvened at 5:00 p.m. this evening to further address the requests for variances from JJ Raffelson, owner of JJR Next Level Fitness and Training, LLC located at 32 Gunia Drive. The Zoning Board is recommending to the council to grant Mr. Raffelson permission to pave one half of the parking lot no later than October 1, 2019. The Zoning Board then recessed and plans to reconvene on October 14, 2019 to further discuss an agreeable timeline for Mr. Raffelson to pave the remaining half of the parking lot. Attorney McPhedran stated that Mr. Raffelson has made efforts to comply with the City’s requests. He added that there were no objectors present at the hearing.
Moved by Alderman Lavieri and seconded by Alderman Schneider to accept the recommendation of the Zoning Board of Appeals regarding requests for variances from JJ and Heather Raffelson, owners of JJR Next Level Training & Fitness, LLC concerning the reduction of required parking spaces, as well as the requirement for a paved parking surface, to allow the petitioner to pave one half of the parking lot no later than October 1, 2019 and then reconvene on October 14, 2019 to readdress timelines for the paving of the remaining portion of the lot. Alderman Reynolds once again asked residents to make an effort to clean catch basins covered with leaves and debris in an effort to prevent standing water.

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request of Thomas E. Arnold for a Redevelopment Incentive Program grant for premises located at 802 First Street totaling $12,500. Each and every alderman has a copy.

Mayor Grove stated that in 2019, he would like the Economic Development Committee to meet and review the guidelines of the RIP grant and further clarify certain points. Katherine Toraason stated that she will schedule a meeting to try and work through this and develop a consistent program where certain points are clarified.
Mayor Grove thanked all the volunteers, staff, Police, Fire and Public Works for the great job decorating the parks and downtown. Mayor stated that it was another great year for Celebration of Lights and we already have over 30 orders for new displays next year. He and Alderman Lavieri commented that many nice comments have been received on Facebook, many from people out of the area.
Alderman Schneider stated that he was contacted by someone interested in the Mr. J’s property. They wondered if it would be possible to have a drive-thru utilizing the parking lot which is City property. Brief discussion followed. Brian Brown will investigate this further.
ORDINANCES/RESOLUTION
Moved by Alderman Ptak and seconded by Alderman Lavieri to approve and place on file an Ordinance 2794: An Ordinance Authorizing the Execution of the IMLRMA Minimum/Maximum Contribution Agreement and related matters.

COMMENTS
There were no comments from the public.
Alderman Lavieri stated that a local employee had a medical emergency and expressed that he was very impressed with the Police and Fire medical response.
Mayor Grove also thanked the Police and Fire Departments for their recent assistance on the fire in Peru on New Years Eve.

Moved by Alderman Ptak and seconded by Alderman Lavieri that bills submitted totaling $390,269.79.
