City of Lasalle Council met Feb. 4.

Here is the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, February 4, 2019 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present- Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Sellett, Herndon, Schneider Absent: None

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file minutes of the January 22, 2019 Regular City Council meeting. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Schneider and seconded by Alderman Lavieri to allow Ivan Baker of the North Central Illinois Development Corporation to address the council.

Voice vote, all ayes. Motion carried.

Mr. Baker updated the council on the activities on the North Central Illinois Economic Development group. Mr. Baker stated that currently his group has 25 projects that they are working on for the region. Brief discussion followed.

Moved by Alderman Lavieri and seconded by Alderman Reynolds to grant the request from Cops4Cancer, La Salle VFW Post 4668 and the Illinois Licensed Beverage Association for 2019 Raffle licenses. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Ptak to grant the request of Ameren Illinois to break ground at 1203 First Street and 805 First Street to retire gas service and 616-6th Street, 1135 La Harpe, 1130 9th Street, 1315 First Street and 827 Hennepin Street to retire electric and gas services for demolition. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request of AT&T to break ground to directional bore and place approximately 315 feet of (1) 1.25” inner duct from AT&T manhole 112 to AT&T pole, dig and restore (3) 4’ x4’ pits and related matters. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Demes to grant the request of Chrissie Frost and Jessica Heiberger leaders of Girl Scout Troop 1812 for permission to sell cookies at Casey’s on February 16, 2019 and February 23, 2019. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Finance Committee and deny the request from Stacy Koncor on behalf of the Central States Baseball Tournament for a monetary sponsorship in order to remain consistent with current giving practices. Each and every alderman has a copy.

Alderman Bacidore expressed his opinion that the City should consider expanding charitable donations, especially to organizations that benefit kids. He stated that we have spent money on certain economic development groups with no promise of return on those investments to the City. Mayor Grove stated that we are the stewards of taxpayer money and therefore make decisions with that in mind.

Mayor Grove added that he has received some positive feedback about the reduction in water fees.

COMMUNICATIONS

Clerk Brown read a thank you from the family of Joseph M. Carey.

Moved by Alderman Herndon and seconded by Alderman Schneider to accept and place the communication on file. Each and every alderman has a copy.

SPECIAL COMMITTEES

Mayor Grove stated that the request for rezoning from Bob Baldin and Michael Eltrevoog on behalf of Baldin’s Garage for premises located at 2405 St. Vincent Avenue was withdrawn.

Moved by Alderman Demes and seconded by Alderman Sellett to accept the recommendation of the Planning Commission regarding the request of PHP Homes, LLC Six (owned by Peter Wang) for rezoning from R-1 Single Family Residence to C-1 Neighborhood Shopping for the purpose amongst other things of developing apartments and office space and related businesses within premises commonly known as 345-Sixth Street (former Jackson School.) Each and every alderman has a copy.

Moved by Alderman Lavieri and seconded by Alderman Herndon to authorize, pay and place on file Pay Estimate #6 & Final to Universal Asphalt & Excavating Inc. totaling $82,010.72 for the 2018 Non-MFT Program-2nd and Wright Street and 1st and Gooding Street Parking Lot Improvements & Lindberg Road Bus Lane at Lincoln School. Each and every alderman has a copy.

NEW BUSINESS

The Finance Committee met earlier and accepted the recommendation of the Superintendent of Public Works to purchase 4 new Model F550 Plow Trucks and 4 new 4 x 2 Trucks from Schimmer Ford totaling $270,179.80, with truck equipment purchased through Bonnell Industries totaling $204,199.20. Total cost of $474,379.00 will be paid from the General Fund with half being paid this fiscal year and the other half in the next fiscal year.

Moved by Alderman Ptak and seconded by Alderman Schneider to accept the recommendation of the Superintendent of Public Works to purchase eight new Public Works trucks. Each and every Alderman has a copy.

Clerk Brown reminded the council and the public that they City Council will meet again on Monday, February 11, 2019.

Mayor Grove thanked the Public Works, Police and Fire Departments and EMS for their hard work during the recent cold weather.
