Village of Sheffield Village Board met April 8.

Here is the minutes provided by the board:

Determining that a quorum was present, President Steve Endress called the regular meeting to order at 7 pm and directed Superintendent Pickard to call the roll.

Roll Call

PRESENT: Lanxon, Salzmann, Skiles, Thompson 

ABSENT: Barron, Cernovich Also present - Police Chief Whipple.

The Pledge of Allegiance was recited.

After welcoming guests and thanking those present for their attendance, President Endress opened the meeting with an invitation to the public present to limit questions, concerns and comments to five minutes. He reminded them that once village board moves into village business portion of the meeting any questions or comments from the public are prohibited. He also reminded public of a second comment opportunity at the end of meeting.

Public Comment: Concern from resident regarding storm drain and cleaning of tiles attached, potholes in alley, railroad property maintenance and snow plow divots President Endress thanked community for being our eyes and ears to identify issues that need attention.

Board Reports -Chief Whipple presented his report. Chief Whipple also encouraged board to allow him to hire additional employees within his allotted hours and would allow Whipple to give more attention to administrative duties. Current status to move forward with Village noise ordinance was questioned and will be followed up on.

Treasurer & clerk report was reviewed. Endress announced office hours will be Monday- Thursday 8 am - 4 pm as posted on the door and website.

Public Works Superintendent Pickard presented report. Notified board that Employee Primo will be gone for reserve training for six weeks beginning mid-April. Pickard recommended hiring two individuals for summer help as stated in packet. Chestnut Street resident project progressing with more steps to follow as ground drys. Veteran Park restroom will begin again Mid-May if not sooner. Village continues to look for donations of materials and labor to help with the overall costs of the restrooms.

Discussion item: TIF Residential Lot Marketing Program - Trustees received a draft copy to review. President Endress explained action will be taken in the next few months once new board is seated. Burn Barrels and Leaf Burning Info was reviewed. Board agreed to do nothing further at this time.

Lanxon, seconded by Thompson, made a motion to approve the March 11, 2019, regular board meeting. Skiles questioned Cemetery Fund and what monies go into said account and wording of Tractor Pull Agreement Recension.

Thompson, seconded by Salzmann, made a motion approve payment of the regular bills and payroll from April 8, 2019.

MOTION CARRIED 4 plus Endress - 0.

Potential Action of the rezone of 501 E Mill Rd and Variance for Corner of Reed and North - After discussion there was no opposition therefore no action taken.

Lanxon, seconded by Thompson, made a motion enter into a contract with Bureau Valley School to purchase properties in Sheffield for a nominal fee with School District paying same fees as paid previously in Wyanet and Walnut.

After discussion Lanxon, seconded by Thompson, made a motion to enter into 10 year agreement for Cash Rent w/Tractor Pull/Litherland Farms

MOTION CARRIED: 4 plus Endress - 0

After discussion Lanxon, seconded by Skiles, made a motion to accept the MFT package which includes Resolution R2019-04-08-01 Maintenance Under IL Highway Code - $20,500.00, approval of Estimate of Maintenance Costs and Engineering Agreement for MFT maintenance engineering. Roll Call:

AYES: Lanxon, Salzmann, Skiles, Thompson and President Endress 

NAYS: None

ABSENT: Barron, Cernovich 

MOTION CARRIED: 4 plus Endress - 0

Lanxon, seconded by Salzmann, made a motion to Approval hiring Hopkins Engagement Letter for services $9,000 for Audit.

MOTION CARRIED: 4 plus Endress - 0

Salzmann, seconded by Lanxon, made a motion to authorize Sheffield/Buda baseball to install new backstop/fence on Village property and allow Village employees to assist as needed.

Thompson, seconded by Lanxon, made a motion to enter into executive session at 7:50 pm for the purpose of the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the pubic body to determine its validity 5 ILCS 120/2(c)(1); and/or discussion of minutes of meeting lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

Lanxon, seconded by Thompson, made a motion to close the executive session at 8:30 p.m.and return to open session.

Lanxon, seconded by Thompson, made a motion to approve the hiring of Jena LaGrange at $15 per hour and Chad Winner @ $18 per hour for the part time positions of Sheffield Police Department.

Thompson, seconded by Salzmann, made a motion to approve the hiring of Carson Fisher at $10 per hour and Alex Hall @ $10.25 per hour for Public Works Department summer help to start as soon as each is able.

Public Comment: Questions/Answers - Q- Is there a Village Spring Clean Up? A - Village Board agreed to set a date for town-wide clean up for Spring ’19 starting April 29, 2019 with further clean ups to be at future board discretion. Q- When can $20 large item garbage sticker be used? A- Any given week a resident may set out one large item with a green $20 sticker/one per household per garbage pickup. Q- What days are “Burn Days”? A - Per ordinance no burning of any kind on Sunday and Monday. Q -Is someone going to contact Railroad regarding their debris? A - Village will investigate. Q - Tile/storm drain issue and feasibility of garden plot located east of Burn site on Village property. A - Tile/Drain will be addressed and community garden plot in the southeast corner of property is acceptable. Q -Tree removal update? A - Evaluation of trees to take place once the trees bud and can be identified as dead or critical. A priority list will be created and will be included on the agenda in May as action item. Q - Was Mason/Mill 4 way stop previously approved? A - Not at this time

Adjournment: Lanxon seconded by Salzmann, made a motion to adjourn the meeting at 8:48 p.m.-
