The President and Board of Trustees met in regular session on March 13, 2019. Roll call was taken. Present were Village President Brandy Sandberg, Treasurer Dennis, Clerk Harrison, Trustees Chambers, Edens, Haar, Trone and Wegrzyn. Absent wasTrustee McNaughton. The minutes of the February 13, 2019 meeting were approved as sent by Trustee Chambers with a second by Trustee Trone, motion carried.

Trustee Edens made a motion to accept the 2/28/2019 financial report with a second from Trustee Haar. Motion carried.

Trustee Haar made a motion to pay bills as presented with a second from Chambers. Motion carried.

ENGINEERING

-Don Bixby informed the board that due to the last census the Villages MHI i(median household income) is too high to qualify for a IEPA loan. He informed the board of more options to receive funding for a 2nd well.

1. CDBG Loan - can get up to $500,000, must be a health/safety risk, must be shovel ready to apply. This loan is for construction only, will not reimburse for design/engineering costs.

2. NCICG - wants list of capital projects that the Village would like to achieve. Bixby will put together a list and email to NCICG by Friday. This list is for monies that could possibly be made available from a program that the Governor will release.

After discussion of these options, Trone made a motion to enter into a contract with Chamlins to design and apply for permits for the 2nd well project to have it shovel ready. Chambers seconded, motion carried. Approximate cost for this work will be $20,000. Funds will be transferred from general fund to water fund to pay for design/permit process.

List for NCICG will include: well, water lines, electronic water meters, aerator

POLICE

-Switzer has not been able to be in the village due to his work schedule.

BASEBALL

-No report

NEW BUSINESS

-Haar will pick up and take the Exmark mower for yearly service, approx. cost is $500

-Linda Moreno has contacted Harrison concerning her water/sewer charges for the downstairs apartment due to no one residing there at this time. She will be informed that there will be no charge for water since it has been turned off, but she is required to continue paying sewer charges unless it is capped off.

OLD BUSINESS

-Once again the board discussed the subject of gaming machines at GG’s Mini Mart.

The machines will not be allowed at this time. C. Grosenbach will be informed to approach the board again after the April election when the new board is sworn in.

-2019/2020 budget will be approved at the April meeting after board members review.

-After much discussion, Haar made a motion to raise water/sewer rates effective 5/1/2019, Chambers seconded, motion carried.

Water rates will be increased 5% per year with a increase of 2% per year for sewer. These increases will take place May 1 for the next 3 years. Letters will be sent to notify village residents and businesses.

-Sandberg has contacted Fire Chief Popurella concerning McNabb’s fire rating. He was unable to answer questions so Sandberg will contact NCICG and David Campbell for more information.

-There was no further business. Next meeting will be held April 10. Trustee Trone made a motion to adjourn the meeting with a second coming from Trustee Wegrzyn. Meeting was adjourned.
