Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 21, 2019, be approved as recorded in the permanent files of the City Clerk.

Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of May 31, 2019, in the amount of $431,155.26, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of June 4, 2019, showing expenses in the amount of $674,647.13, be approved and warrants issued. Second by Rodriguez.

Moved by Commissioner Eichelkraut that a Resolution authorizing execution and amendment to the Downstate Operating Assistance Grant agreement for NCAT, be received and placed on file for public inspection.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an intergovernmental agreement for emergency evacuation transportation between the City of Ottawa and LaSalle County, be received and placed on file for public inspection. Second by Rodriguez.

Commissioner Ganiere awarded Quote.
Moved by Commissioner Ganiere that the Quote received from Gasvoda & Associates Inc. in the amount of $45,072.00, for the sludge pump replacement at the Wastewater Treatment Plant, be approved and paid for from the Wastewater Fund.

Moved by Commissioner Ganiere that the Quote received from Gasvoda & Associates Inc. in the amount of $13,350.00 for the East Center Street pump installation, be approved and paid for from the Wastewater Fund.

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution of a watermain replacement construction services proposal from
Etscheid Duttlinger & Associates Inc., be received and placed on file for public inspection. Second by Rodriguez.

Commissioner Rodriguez presented motion.
Moved by Commissioner Rodriguez that the Bid received from Opperman Construction Company in the amount of $326,277.00 for the 2019 Curb Replacement Project be rejected and the City Clerk be authorized to re advertise for Bids for this project. Bids will be accepted until Wednesday, June 12, 2019, at 10:00 a.m.

Mayor Aussem presented Report of Plan Commission.
Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, June 3, 2019, considering the rezoning requests from Michael and Leann Whitney for property located at 2044 and 2054 N. 31st Road, Ottawa, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the parcels be rezoned from Class “A-1 Single Family Residence” to Class “D-Commercial and Light Industrial” and the follow up Ordinance be passed and approved.

Mayor Aussem presented Report of Zoning Board of Appeals.
Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Tuesday, May 28, 2019 considering the variance request from Laura Johnson and Mike Lowe for property located at 1520 Pleasant Place, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the 2 foot side yard setback variance to construct a garage be granted with the stipulation that the garage drainage be toward the north back side of the garage and not drain along the property line and the follow up Ordinance be passed and approved. Second by Less.

Mayor Aussem presented Report of Zoning Board of Appeals.
Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Tuesday, May 28, 2019, considering the variance request from Kristina Thrush for property located at 1323 W. Jefferson Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance requests to construct a garage larger than 50% of the principal structure and to exceed the 900 square foot maximum be granted and the follow up Ordinance be passed and approved.
