City of Ottawa City Council met July 2.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 18, 2019, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 28, 2019, in the amount of $474,652.22, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of July 2, 2019, showing expenses in the amount of $623,785.30, be approved and warrants issued. Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing execution of an employment agreement for an appointed city official in Jim Shanley as Facilities Assistant for NCAT, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of two engagement letters with Roenfeldt & Lockas P.C., for the City and NCAT audits, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and

Renwick & Associates Inc., for Element 8.2 of the combined sewer overflow long term control plan, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Quotes.

Moved by Commissioner Ganiere that the Quotes received from Gasvoda & Associates Inc., in the combined amounts of $51,752.00 for the East Center Street lift station pump and controls, be accepted, paid for from the Wastewater Fund, and competitive bidding be waived.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution requesting a commercial entrance from the Illinois Department of Transportation off of U. S. Route 6 for Domino’s Pizza, be adopted.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution,

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of a lease agreement #5500 between the City of Ottawa and the Illinois Department of Natural Resources, for the canal trail, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of June 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of June 2019, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of June 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $1,965.00, for the month of June 2019, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew Stafford, for the month of June 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 1 participant in the amount of $7,673.00 be approved and paid for from the General Corporate Fund. Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance approving and authorizing the execution of a tax increment financing district redevelopment agreement between the City of Ottawa and Addison Clark Properties LLC, for property located at 925 & 927 Clinton Street, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution approving and authorizing the execution of a construction engineering services agreement for federal participation between the City of Ottawa and the Illinois Department of Transportation & IMEG Corporation for the I-80 pedestrian bridge, which has been on file for public inspection since June 18, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an access and remediation agreement between the City of Ottawa, Nicor Gas Company, and Commonwealth Edison Company, for the former mill race site at the Old Central School, which has been on file for public inspection since June 18, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa, the State of Illinois, and the Department of Commerce and Economic Opportunity, for the Canal Rewatering Project, which has been on file for public inspection since June 18, 2019, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Hanson Professional Services Inc., for the rail crossing study, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a vacatur of easement for property owned by Aldi Inc., be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution confirming the appointment of Adam Clark as the Code Enforcement Officer and Assistant Building Official, be adopted.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem reappointing Phil McNally, Jim Reilly, and Dr. Rob Schmidt, terms to expire July 2021, 2020, and 2022 respectively, and appointing John Armstrong and Maribeth Manigold, terms to expire July 2022 and 2021 respectively, all to the Civil Service Commission, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution reappointing Kevin Quick, term to expire July 2024, to the Playground and Recreation Board, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution reappointing Dale Baxter, term to expire April 2021, to the Police Pension Board, be adopted.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution reappointing Jeff Newbury, term to expire April 2022, to the Fire Pension Board, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution reappointing Ken Brown, Steve Malinsky, and Dr. David Manigold, terms to expire September 2020, 2022, and 2021 respectively, all to the Board of Fire and Police Commissioners, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Plan Commission.

Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, June 24, 2019, considering the rezoning request from Lagom Real Estate LLC for property located at 504 W. Main Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the parcel be rezoned from Class “D-Commercial and Light Industrial” to Class “C-3 Special Business District” and the follow up Ordinance, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a PUD received from Habitat for Humanity for property located at 1206 Catherine Street, be received and referred to the Plan Commission, for review and recommendation.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a fundraiser received from Starved Rock Regional Center to collect donations on Saturday, September 14, 2019, at the intersection of Norris Drive and Columbus Street, be approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a fundraiser received from Ottawa Youth Football League to collect donations on Saturday, August 10, 2019, at the intersection of Norris Drive and Columbus Street, be approved.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Quote.

Moved by Mayor Aussem that the Quote received from Grand Rapids Enterprises in the amount of $11,750.00 to demolish City owned property located at 601 Bellevue Avenue, be approved and paid for from Grant proceeds.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned. Second by Less.
