City of Ottawa City Council met August 6

Meeting 07

City of Ottawa City Council met Aug. 6.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, July 16, 2019, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

A public hearing was held to close out the tornado disaster grant. Kevin Lindemann of NCICG explained that the grant was used to fix City streets that were damaged from the 2017 tornado. The total project cost was $546,819.00. With no one publicly commenting, the Mayor declared the hearing closed at 7:07 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of July 26, 2019, in the amount of $436,850.57, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of August 6, 2019, showing expenses in the amount of $1,177,845.96, be approved and warrants issued. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of August 2, 2019, in the amount of $9,637.50, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa, the Center for Youth & Family Solutions, the Community Food Basket of Ottawa, Heritage Manor Peru LLC, Illinois Valley Brain Injury Clubhouse, Illinois Valley Center for Independent Living, Illinois Valley Community Hospital Social Services, LaSalle County Probation & Court Services, Safe Journeys, the Society of St. Vincent DePaul St. Michael Archangel Council, and Tri County Opportunities Council, regarding NCAT, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Motion.

Moved by Commissioner Eichelkraut that the Motor Fuel Tax Compliance review for calendar year 2018 received from the Illinois Department of Transportation, be received and placed on file.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere awarded Bid.

Moved by Commissioner Ganiere that the Low Bid received from Superior Excavating Company in the amount of $277,988.00 for the 2019 Watermain replacement project, be accepted and paid for from the Water Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of July 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of July 2019, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the proposals from Pierce Manufacturing Inc. to make repairs to the Fire Department’s pumper trucks, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less added that the City received a grant to purchase AED’s. These devices will be placed in City buildings.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of July 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $3,510.00 for the month of July 2019, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official. Mathew W. Stafford, for the month of July 2019, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 3 participants in the amount of $4,774.50, be approved and paid for from the General Corporate Fund. 

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 102, Article III, Division 5 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding downtown residential parking permits, be passed and approved.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an annexation agreement between the City of Ottawa and John and Jamie Schultz for property located at 2240 Berry Avenue, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Upland Design Ltd. for Allen park, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Upland Design Ltd., for the OSLAD grant application for Thornton Park, which has been on file for public inspection since July 16, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution approving the master plan for the OSLAD grant for Thornton park, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing application for an OSLAD program grant for Thornton park, be adopted.

Second by Rodriguez.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a proposal and addendum between the City of Ottawa and Buxton Company, for retail recruitment and retention solutions, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and Ottawa Elementary School District #141, regarding the Downtown TIF District, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a lease agreement #5232 between the City of Ottawa and the Illinois Department of Natural Resources, regarding the I & M Tollhouse, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Plan Commission.

Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, July 22, 2019, considering a conditional use for a planned unit development and preliminary and final plat approvals for Habitat for Humanity for property located at

1206 Catherine Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use for a PUD and preliminary and final plats be approved and the follow up Ordinance be passed and approved.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Requests.

Moved by Mayor Aussem that the Requests for variances received from Martin Sean Phalen for property located at 215-217 Deleon Street and from Jon and Nancy Lowe for property located at 810 Christie Street, both be received and referred to the Zoning Board of Appeals for review and recommendation.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a fundraiser received from the Knights of Columbus to hold their annual Tootsie Roll fundraiser on Friday, September 27, and Saturday, September 28, 2019, at the intersection of Route 23 and Route 6, be approved. Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss the setting of a price for the lease or sale of public property.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:21 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session. Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned. Second by Ganiere.
