City of Ottawa City Council met Oct. 1.

Here is the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 17, 2019, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

A public hearing was held on the intent to bond for $3.7M worth of water and sewer improvements. The projects identified were the Fox River water main ($1.2M) and the IL River Crossing lift station ($2.5M). City Treasurer, Don Harris, noted that rates are being determined. The Mayor moved to close the public hearing at 7:04 p.m. with Commissioner Rodriguez seconding.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of

September 20, 2019, in the amount of $415,176.21, be approved and warrants issued. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of October 1, 2019, showing expenses in the amount of $529,975.74, be approved and warrants issued.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an electric consulting services agreement between the City of Ottawa and E-Quantum Consulting LLC, which has been on file for public inspection since September 17, 2019, be adopted.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the acceptance of a proposal between the City of Ottawa and Medcom, regarding affordable care act services, which has been on file for public inspection since September 17, 2019, be adopted. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance authorizing the issuance of Waterworks and Sewerage revenue bonds of the City of Ottawa, LaSalle County, Illinois, in an aggregate principal amount not to exceed $3,700,000.00 or, in lieu thereof, General Obligation Bonds, said bonds being general obligation bonds for which real property taxes, unlimited as to rate or amount, may be levied, but which are expected to be paid from the net revenue of the combined waterworks and sewerage system of the City, in an aggregate principal amount not to exceed $3.7 million for the purpose of paying the costs of improving the waterworks and sewerage systems of the City, be passed and approved. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Quote.

Moved by Commissioner Rodriguez that the Quote received from Nutoys in the amount of $23,888.00 for Lincoln Douglas Park’s surfacing, be accepted, paid for from the Playground and Recreation Fund, and competitive bidding be waived.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Quote.

Moved by Commissioner Rodriguez that the Quote received from Sonoma Underground Services Inc. in the amount of $132,200.00 to replace the mast arms at Route 23 at Route 71 and Route 23 at Route 6, be accepted and paid for from the General Corporate Fund with reimbursement from IDOT.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez added that Advanced Asphalt is starting on our Street maintenance program today.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of September 2019, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of September 2019, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Report of Registrar, Shelly L. Munks, for the month of September 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration showing fines collected of $2,280.00 for the month of September 2019, be received and placed on file. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of September 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussen presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 3 participants in the amount of $2,245.00 for the month of September 2019, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 6 Article II of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding feather banners, be passed and approved.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a consulting agreement between the City of Ottawa and Teska Associates Inc., regarding conceptual signage design and planning, be received and placed on file for public inspection. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and the Ottawa Historical and Scouting Heritage Museum, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, September 19, 2019, considering the side and rear yard setback variance requests to construct a detached garage from Kevin Cook for property located at 1307 Illinois Avenue, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance requests be granted and the follow up Ordinance, be passed and approved.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, September 19, 2019, considering the variance request to allow an accessory structure in the front yard from Josiah Stebbins for property located at

1418 Chippewa Drive, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance request be denied.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a binding purchase contract for real estate between the City of Ottawa and LaSalle County as Trustee for property located at 131 E. Fremont Street, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of personnel and the sale or lease of real estate.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:15 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.

Nays: None. Motion carried. Council adjourned at 8:55 p.m.
