City of Ottawa City Council met Sept. 17.

Here is the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut Jr., Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: Thomas G. Ganiere.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 3, 2019, be approved as recorded in the permanent files of the City Clerk.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 6, 2019, in the amount of $395,007.96, be approved and warrants issued. 

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of September 17, 2019, showing expenses in the amount of $1,664,360.61, be approved and warrants issued.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of September 9, 2019, in the amount of $6,277.70, be approved and warrants issued. 

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of August 2019, be received and placed on file. 

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of amendment #3 to the State Capital grant agreement for transportation, which has been on file for public inspection since September 3, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an electric consulting services agreement between the City of Ottawa and E-Quantum Consulting LLC, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the acceptance of a proposal between the City of Ottawa and Medcom, regarding affordable care act services, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution expressing official intent regarding certain capital expenditures to be reimbursed from proceeds of an obligation to be issued by the City of Ottawa, LaSalle County, Illinois, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of an agreement for application services for an urban and community forestry grant between the City of Ottawa and NCICG, which has been on file for public inspection since

September 3, 2019, be adopted.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street from Lafayette Street to Lincoln Place on Friday, November 29, 2019, from 5:45 p.m. until 7:30 p.m. for the annual Festival of Lights Parade, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution of Support for the application of an urban and community forestry grant, be adopted.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a license agreement between the City of Ottawa and Patricia Lynn Good as Trustee under the provisions of a Trust agreement dated November 2, 2000 giving permission to maintain a fence and landscaping on City of Ottawa right of way at 220 Christie Street, which has been on file for public inspection since September 3, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an environmental covenant between the City of Ottawa and the US EPA, which has been on file for public inspection since September 3, 2019, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing legal action against

Sara J. McSparin for property located at 827 LaSalle Street, known as the Roxy Cinemas, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussen presented Ordinance.

Moved by Mayor Aussem that an Ordinance designating a City landmark in 124 E. van Buren Street, be passed and approved.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Quote.

Moved by Mayor Aussem that the Quote received from Fournier Industries Inc. in the amount of $23,659.60 for sludge press repairs, be accepted and paid for from the Wastewater Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of a Step III Fire Grievance and collective bargaining.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:11 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session. 

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Step III Fire Grievance.

Moved by Commissioner Less that the Step III Fire Grievance involving Lt. Brian Garland be denied and Corporation Counsel be directed to write an official response.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned. 

Second by Less.

Nays: None. Motion carried. Council adjourned at 8:00 p.m.
