Meet

City of Ottawa City Council met Sept. 3.

Here is the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut Jr., Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: Thomas G. Ganiere.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, August 20, 2019, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

A public hearing was held on the proposed vacation of right of way on Christie Street. Corporation Counsel explained the need for the hearing and with no one publicly commenting, the hearing was declared closed at 7:04 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of August 23, 2019, in the amount of $406,210.86, be approved and warrants issued.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of September 3, 2019, showing expenses in the amount of $1,441,506.17, be approved and warrants issued.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an agreement for emergency evacuation transportation services between the City of Ottawa and IVCH, regarding NCAT, which has been on file for public inspection since August 20, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a proposal between the City of Ottawa and Lauterbach & Amen LLP, regarding a GASB 74 and 75 actuarial valuation for the City, which has been on file for public inspection since August 20, 2019, be adopted.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a fee agreement between the City of Ottawa and the Horton Group Inc., which has been on file for public inspection since August 20, 2019, be adopted.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an engagement letter between the City of Ottawa and Raymond James, regarding bond underwriting services, which has been on file for public inspection since August 20, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of amendment #3 to the State Capital grant agreement for transportation, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of proposals between the City of Ottawa and Sonoma Underground Services Inc., for the replacement of mast arm foundation at Route 23 at Route 71 and Route 23 at Route 6, which has been on file for public inspection since August 20, 2019, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of an agreement for application services for an urban and community forestry grant between the City of Ottawa and NCICG, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that the Request received from the Ottawa Area Chamber of Commerce and the Downtown Merchants to use Washington Park and Jackson Street on Saturday, October 26, 2019, for a Halloween Parade and Costume contest, be approved and the City Departments involved be notified of the event. 

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Quote.

Moved by Commissioner Rodriguez that the Quote received from Marquette Steel Supply & Fabrication Inc. to replace the temporary pipe support over Goose Creek, be accepted and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Rodriguez that the Report of Police Chief, Brent A. Roalson, for the month of August 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of August 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Chicago Communications LLC in the amount of $16,654.91 to replace the existing comparator system at the Ottawa Police Department using ifiber, be accepted and paid for from the General Corporate Fund

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of August 2019, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $3,685.00, for the month of August 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of August 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 4 participants in the amount of $2,859.93 for the month of August 2019, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 94, Article VIII of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding municipal cannabis retailer’s occupation tax effective January 1, 2020, be passed and approved. 

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 22, Article IX of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding the façade improvement program, be passed and approved.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 102 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding residential parking, be passed and approved.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance vacating a portion of a public street to Patricia Lynn Good as Trustee under the provisions of a Trust agreement dated November 2, 2000, and known as the Patricia Lynn Good 2000 Declaration of Trust, for property located at 119 W. Prospect Avenue, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a license agreement between the City of Ottawa and Patricia Lynn Good as Trustee under the provisions of a Trust agreement dated November 2, 2000 giving permission to maintain a fence and landscaping on City of Ottawa right of way at 220 Christie Street, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of the first amendment to the Downtown TIF intergovernmental agreement between the City of Ottawa and Ottawa Township High School District #140, which has been on file for public inspection since August 20, 2019, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing Steve Brenbarger, term to expire July 2023, to the Playground and Recreation Board, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution reappointing Bill Franklin and

Judie McConville, terms to expire May 2022, and appointing Jonathan Ruiz and

Mark Stoudt, terms to expire May 2021, all to the Industrial Development Commission, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution reappointing Dan Bittner, term to expire July 2022, and appointing Bill Stevenson, term to expire July 2021, both to the Zoning Board of Appeals, be adopted.

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing legal action against James E. Stansell for property located at 610 and 612 Clinton Street, be adopted. 

Second by Less.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a variance from Josiah Stebbins for property located at 1418 Chippewa Drive be received and referred to the

Zoning Board of Appeals for review and recommendation.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Proclamation.

Moved by Mayor Aussem that a Proclamation recognizing Starved Rock Yacht Club’s 85 years of service to the Ottawa community, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Proclamation.

Moved by Mayor Aussem that a Proclamation naming September 9 through

September 13, 2019, as Chamber of Commerce Week in the City of Ottawa, be adopted. 

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an environmental covenant between the City of Ottawa and the US EPA, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.
