Bureau Valley Community Unified School District 340 Board of Education met Nov. 18.

Here is the minutes provided by the board:

Determining that a quorum was present, President Yepsen then called the regular meeting to order at 6:00 pm and directed the Secretary to call the roll.

ROLL CALL

PRESENT: Maynard, Spencer, Wiggim, Yepsen

ABSENT: Dye, Johnson, Olds

Yepsen asked for a motion to appoint Andy Spencer as Secretary Pro Tem. Maynard made the motion and Wiggim gave the second.

VOICE VOTE MOTION PASSED

There was no public comment.

It was moved by Maynard and seconded by Wiggim to enter into executive session at 6:05 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, or Student disciplinary cases and other matters related to individual students; and Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

VOICE VOTE MOTION CARRIED

It was moved by Maynard and seconded by Spencer to close the executive session at 6:25 p.m. and return to open session.

ROLL CALL IN OPEN SESSION

PRESENT: Maynard, Spencer, Wiggim, Yepsen

ABSENT: Dye, Johnson, Olds

During Building Reports, Mr. Duane Price, BVHS Principal, reported great feedback from veterans who attended the Veterans Day program. He also mentioned that the district had hosted an IHSA Town Hall Meeting, where area principals attend to discuss issues. The Civics Club hosted a Veterans Breakfast with proceeds going to the Wounded Warrior project. Mrs. Kristie Cady, BVN and BVWE Principal, reminded everyone of the upcoming Christmas programs: BV Wyanet is December 9th at BVHS at 6:00pm; BVN Pre-K – 2 program is December 17th at BVHS at 6:00pm; and BVN 3-5 program is December 19th at BVHS at 6:00pm. Mrs. Julie Decker-Platz, BV Elem/JH Principal, announced that their Christmas program was December 10th at BVHS at 6:00pm. She also reminded everyone that her building is seeking donations of winter clothes and food pantry items. Mr. Jason Stabler mentioned that IDOT had been onsite for an inspection of 18 buses, and there were no issues. Josh Bell, Technology Director, updated the board on the camera project. All new cameras have been installed and the quality of the footage is much higher than the old cameras. He also mentioned that vape detectors are being installed in all restrooms. Vicki Litherland, BVHS Athletic Director, reported that two scoreboard consoles, one at football field and one in the gym, have been replaced.

It was moved by Wiggim and seconded by Maynard to approve the consent agenda items:

1. Special Meeting Minutes of September 30, 2019 and Regular Meeting Minutes of October 21,2019

2. Activity Account Reports

3. Monthly Financial and Treasurer’s Reports

4. Bureau Valley #340 Bills and Payroll

5. Certified and Non-Certified Seniority Lists

6. Updates to Concussion Oversight Team

7. Change to BVHS Activity Fund for Cross Country and Track

MOTION CARRIED 4-0-3 Absent

Mr. Stabler presented the 2019 Tentative Tax Levy. There will be a Truth in Taxation Hearing at the December board meeting and the final levy will be presented. The wind mill farms have caused an increase in EAV. He will get the final EAV information from the 3 counties. It was moved by Wiggim and seconded by Maynard to accept the 2019 Tentative Levy as presented.

MOTION CARRIED 4-0-3 Absent

Mrs. Decker-Platz reported that families were surveyed asking their preference for a junior high promotion ceremony. 160 responses were received. A semi-formal evening ceremony was chosen. The date of Wednesday, May 20, 2020 at 7:00pm was recommended. It was moved by Maynard and seconded by Spencer to approve the JH Promotion date of Wednesday, May 20, 2020 at 7:00pm

An updated Intergovernmental Agreement with Bureau County is being presented. Dates have been changed. It was moved by Maynard and seconded by Wiggim to approve updated Intergovernmental Agreement with Bureau County for School Resource Officer as presented.

MOTION CARRIED 4-0-3 Absent

Board policy #4:190 is a new policy. It deals with Threat Assessment Teams. Mr. Stabler mentioned that Interim Superintendent, Amber Harper and the administrators made sure staff members received training, and the procedures have been in place for several months. It was moved by Wiggim and seconded by Spencer to approve board policy 4:190 (Targeted School Violence Prevention Program) and accompanying administrative procedures as presented.

VOICE VOTE MOTION CARRIED

Mr. Stabler reported that all 4 campuses of Bureau Valley received a Commendable rating on the school report card. Mr. Price explained the indicators used by the state to arrive at a Commendable status. An “Exemplary” status is the goal, and administrators and staff are working on ways to make changes. Justin Yepson reported that the construction project is almost complete. A new sidewalk and basketball courts may be delayed until spring due to the weather. He was happy with the remaining budget amount. It was moved by Wiggim and seconded by Spencer to approve and retain the executive session meeting minutes of September 30, 2019 and October 21, 2019.

It was moved by Spencer and seconded by Wiggim to accept the resignation of Duane Christensen as BV Bus Driver and resignation of Katelyn Gripp as BVN Elementary Teacher at the end of the 2019-2020 school year.

VOICE VOTE MOTION CARRIED

It was moved by Olds and seconded by Johnson to approve Volunteer BVHS Boys Basketball Coach: Jim Nugent.

VOICE VOTE MOTION CARRIED

It was moved by Maynard and seconded by Wiggim to adjourn the meeting at 6:50 p.m.
