City

City Ottawa City Council met Jan. 7.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, December 17, 2019, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Denetta Flamingo addressed the Council regarding the use tax letters that were sent out and commented on utility tax. She referenced a July article in the Times. Commissioners Ganiere and Eichelkraut both commented that Ameren sent notices out in error. Mayor Aussem responded back that the Ordinance has been on the books since 2004 and we are collecting the tax. Flamingo questioned the timing of the letters and felt more notice should have been given. Jason Rockford also commented on taxes and wages being too low and taxes too high in our State.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of December 27, 2019, in the amount of $410,715.71, be approved and warrants issued. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of January 8, 2020, showing expenses in the amount of $628,839.93, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of January 3, 2020, in the amount of $1,015.38, be approved and warrants issued.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of 2 transit service agreements for transportation by NCAT between the City of Ottawa, the LaSalle County Veterans Assistance Commission and Friendship House, which has been on file for public inspection since December 17, 2019, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Ordinance.

Moved by Commissioner Ganiere that an Ordinance amending Chapter 106, Section 154 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding water and sewer rates effective April 1, 2020, be passed and approved.

Second by Rodriguez.

Ayes: Ganiere, Rodriguez, and Mayor Aussem.

Nays: Eichelkraut and Less. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution approving a proposal for engineering services between the City of Ottawa and Renwick & Associates Inc. for the Long Term Control Plan Element 8.2, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Change Order #2.

Moved by Commissioner Ganiere that Change Order #2 from Stott Contracting LLC in the decreased amount of $15,210.12 for the Route 71 sanitary sewer extension project, be approved and paid for from the Wastewater Fund.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Quote.

Moved by Commissioner Rodriguez that the Quote received from Illinois Valley Door Company LLC in the amount of $10,260.00 for door upgrades at the Police and Fire Stations, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the appropriation of funds for ADA curb ramp improvements and resurfacing of parking lanes and various side roads in conjunction with the milling and resurfacing of Route 6 and Route 71 from Boyce Memorial Drive to Champlain Street, be received and placed on file for public inspection. 

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of an agreement between the City of Ottawa and the Illinois Department of Transportation regarding the Route 6 milling and resurfacing, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of December 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of December 2019, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of December 2019, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $2,145.00, for the month of December 2019, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of December 2019, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 1 participant in the amount of $2,000.00 for the month of December 2019, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an amended easement agreement between the City of Ottawa and the Roman Catholic Diocese of Peoria, regarding the Marquette football field and Riverwalk, which has been on file for public inspection since December 17, 2019, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a tentative agreement and authorizing the execution of the collective bargaining agreement in conformity therewith between the City of Ottawa and AFSCME Local 2819, which has been on file for public inspection since December 17, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance authorizing the sale of personal property in a 2008 Chevrolet passenger bus, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a variance from Witmore Development for property located at 10 Port Place, be received and referred to the Zoning Board of Appeals for review and recommendation.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing a first amendment to the intergovernmental agreement between the City of Ottawa and the Illinois Department of Transportation, regarding the rail study grant, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of personnel.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:35 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session. 

Second by Ganiere.

Nays: None. Motion carried.
