Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, January 21, 2020, be approved as recorded in the permanent files of the City Clerk.

Two Boy Scouts addressed the Council about doing an interview of a Council member for their Citizenship badge.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of January 24, 2020, in the amount of $526,334.11, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of February 4, 2020, showing expenses in the amount of $3,641,307.17, be approved and warrants issued.

Moved by Commissioner Eichelkraut that an Ordinance declaring surplus revenue in the Ottawa I-80 North TIF District special tax allocation fund and authorizing payment of that surplus revenue to the LaSalle County Treasurer for distribution to affected taxing bodies on a pro rata basis for tax year 2018 payable 2019, which has been on file for public inspection since January 21, 2020, be adopted.
