Bureau Valley District #340 Board of Education met Feb. 18.

Here is the minutes provided by the board:

Determining that a quorum was present, Vice President Olds called the regular meeting to order at 6:00 pm and directed the Secretary to call the roll.

ROLL CALL

PRESENT: Dye, Maynard, Olds, Spencer, Wiggim,

ABSENT: Johnson, Yepsen

The Bureau Valley Junior High Robotics Team demonstrated their projects for the Board. Both teams qualified for the State competition. Team coaches Tracey Schoff and Keegan Roth attended with several students.

There was no public comment.

Kevin Heid of Stifel presented information on the bond issue, Agenda Item 7.1. Because Mr. Heid had traveled from Bloomington, the board allowed him to speak before executive session. People’s National Bank had the highest bid at 1.743% and they paid a premium. Mr. Heid pointed out that the cost of issuance for this bond issue was lower than previous issues at 1.27%. Stifel will file all necessary paperwork with all three counties, so that the first bond payment is reflected in the tax levy. There were no questions from board members.

It was moved by Maynard and seconded by Spencer to enter into executive session at 6:25 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, or Student disciplinary cases and other matters related to individual students; and Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

It was moved by Spencer and seconded by Wiggim to close the executive session at 6:55 p.m. and return to open session.

During Building Reports, Mrs. Cady informed the board that students raised $4,205.62 for the World Wildlife Foundation through t-shirt sales and other fundraisers. Mrs. Decker-Platz reported that Family STEM Night was a huge success. They had planned food for 250 people and ran out. Josh Bell reported on a firewall issue that has been resolved. Doyle Johnston reported on some items that were fixed in Storm Gym. Our construction consultant helped Doyle to make sure these items were fixed properly.

It was moved by Dye and seconded by Maynard to approve the consent agenda items:

3. Monthly Financial and Treasurer’s Reports

4. Bureau Valley #340 Bills and Payroll

Because Kevin Heid had presented information earlier in the meeting, it was moved by Wiggim and seconded by Spencer to approve a resolution providing for the issue of $1,850,000 General Obligation School Bonds, Series 2020, for the purpose of increasing the Working Cash Fund of the District, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of said bonds to Peoples National Bank of Kewanee.

Discussion regarding the 2020-2021 calendar was held. Mr. Stabler informed the board that the day off for Parent/Teacher Conferences was being moved to February from November. This would give staff and students a four day weekend around President’s Day. Actual conferences would be held in October, as in the past. Easter Monday would be an emergency day, which would be used as an attendance day if we have snow days. If there have been no snow days, staff and students would have that day off. It was moved by Dye and seconded by Wiggim to approve the 2020-2021 Public School Calendar as presented.

Discussion was held on the Chiller Replacement Bid. Three bids were received. Larson Darby, the school architect, handled the bid process. All three bids were comparable and were under the projected cost. Larson Darby suggests that the lowest bid be accepted. It was moved by Spencer and seconded by Wiggim to approve the High School Chiller Replacement Bid Package of Loescher Heating & Air Conditioning of $199,000.

Mr. Stabler reported to the Board that the district’s application for the property tax relief grant was denied. The denial letter stated that the District’s operating tax rate is below the rate necessary to qualify for the grant. Mr. Stabler also mentioned that outdoor projects, such as the basketball courts on the playground, will be finished when the weather warms up.

It was moved by Maynard and seconded by Wiggim to approve and retain the executive session meeting minutes of January 21, 2020.

It was moved by Maynard and seconded by Spencer to accept retirement notice of Doyle Johnston as BV Head Custodian at end of 2019-2020 School Year.

VOICE VOTE              MOTION CARRIED

Vice President Olds thanked Mr. Johnston for his years of service. Mr. Johnston stated he has been with the district for 32 years.

It was moved by Spencer and seconded by Dye to approve employment of Kristin Ledergerber as BV JH Boys Track Coach, Amanda Alm as BV Bus Monitor and Mary Lyford as BV Bus Driver.
