City of La Salle Finance Committee met May 18.

The Finance Committee Meeting was held via conference call through the WebEx platform. Alderman, staff, the press, and the public could attend the meeting by calling 312.535.8110 and using Access Code 622-669-384 and Password Code 5272553.
Chairman Tom Ptak called the meeting to order at 6:00 p.m.
ROLL CALL:
Present: Alderman Ptak, Alderman Demes, Alderman Lavieri, Alderman Jeppson, Alderman Herndon Others present: City Clerk Carrie Brown, Finance Director John Duncan, City Engineer Brian Brown, Alderman Jerry Reynolds, Leah Inman, Deputy Clerk Brent Bader
A quorum was present.
There were no questions on the bills.
Finance Director John Duncan explained the Line Item Appropriations on the council agenda for approval. He stated that there was nothing significant to discuss or point out, but this is done as a way to reconcile the budget at the end of the fiscal year.
Mr. Duncan stated that the terms of the FOP contract for Police were agreed upon and sees no reason why it is not approved by the Council. He stated that the new contract contains a 2.5% raise over the next two years. He added that originally the officers requested a $600 education stipend, but that was taken off the table and instead the $600 was added to the base.
Tom Ptak asked why the MFT bid came in approximately $16,000 higher than the engineer’s estimate. Brian Brown explained that he used last year’s asphalt prices as with the drop in oil prices he projected costs to be about the same or lower, however he did not account for the fact that many of the sidewalks being done in this year’s program include handicap ramps which is more costly as opposed to straight stretches of sidewalk. Because the estimate and bid are less than a 5% difference, the council can move forward if they choose. The Finance Committee members were in favor of approving the low bid to Universal Asphalt and Excavating.
Alderman Lavieri inquired about the bids for the roof repairs at City Hall and wondered if the contractor could do the repairs in a timely manner if awarded the bid. City Engineer Brown stated that they have to wait for drier weather.
Finance Director Duncan stated that he received communication this afternoon from the state which included the first installment from the Rebuild Illinois plan. He stated that he had not had time to study the letter, but stated that the first installment was for $105, 545.15. This will be deposited into the MFT account. The money from this grant comes from the state selling a GO bond and will be disbursed over the next three years. The funds must be kept separately and the money must be spent on bondable projects that the letter explained in more detail. Mr. Duncan said he will forward the letter to each alderman.
