City of La Salle City Council met June 1.

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. Mayor Jeff Grove presiding with proper notice being duly and continuously posted. The meeting was held via conference call through the WebEx platform with the council, staff, press, and the public having the ability to participate in the meeting by dialing 312.535.8110 using access code 126-304-8996 and password 5272553.
The meeting was called to order at 6:31 p.m.

Alderman Demes explained that due to the cancellation of Celebrate La Salle, the 50/50 drawing will take place after the tree lighting during Miracle on First in December. The total pot is currently around $4,000. Tickets can be purchased through the mail and will be sold at City Hall once it opens to the public and tickets will be sold all day during the Miracle on First event.
NEW BUSINESS
Finance Committee Chairman Ptak stated that the requests from the Central Illinois Economic Development Corporation (NCIEDC) totaling $12,492 for annual membership fees for fiscal year 2020-2021 and the request from Starved Rock Country Alliance totaling $5,000 for 2020 annual funding will be tabled and further discussed at the Finance Meeting to be scheduled for Thursday, June 4 at 5:30 p.m. At that time, the FY 2020-2021 budget will be reviewed in detail and memberships to these organizations will be futher discussed. Leah Inman will be in attendance to provide further information in regard to the two organizations.
ORDINANCES/RESOLUTIONS
Attorney McPhedran briefly explained that the following Resolution is required by IDOT for the work being done on the entrance onto 351 and intersection improvments at 351 and Civic Road for the future Thorntons’ development.
The Ordinance and associated agreement indemnifies and holds harmless the City for any work done by Thorntons general contractor within the state right-of-way.
Alderman Lavieri asked if any work was being done on Canaan Drive. City Engineer Brown stated that widening will be done on both Civic Road and Canaan Drive, but the resolution and ordinance under consideration only pertain to IDOT access. The City will require contractors to have a bond for any work done on City streets.

Alderman Ptak said that today had been a very strange day but he wanted to commend our local police enforcement as to the manner in which they handled the peaceful demonstrations. Alderman Ptak stated that he is a believer that people have the right to protest peacefully, but continued by saying that he was upset about the rumors that were started. He said it was a great example of why you should not believe everything you hear or read on social media. He said people should not repeat something unless you actually saw it happen. He said the rumors on social media created a panic. He cited the example of the Lighted Way having to cancel their annual spaghetti dinner fundraiser at the Uptown out of concern for people’s safety. Alderman Ptak thinks it is sad that rumors get started like that. He ended by saying what happened today hurt and it put a lot of fear in people’s lives.
Mayor Grove thanked Chief Uranich and his team and the willingness of his officers who were actually off duty to show up to the protest to ensure we had coverage. Mayor Grove said he also thanked Mayor Harl and Chief Bernabei for their help and the great coordination. Mayor also recognized Leah Inman, John Duncan and Brent Bader for personally giving our businesses the heads up. Mayor Grove said to Alderman Ptak’s point, although it was a peaceful demonstration, what he he has seen happen in other areas over the last five days led him to be guilty of thinking the worst. He said it is too bad that when you see actions taking place in other parts of the country and then it hits close to home, you think the worst. Mayor Grove said that the 5:00 p.m. peaceful demonstration renewed his faith in the 1st Amendment. He said the demonstrators and police handled it perfectly. He said it was a class act. Mayor Grove thanked the business owners for their cooperation and those who closed early in anticipation of trouble. He said that is a loss of revenue for them as well as a loss of customer traffic, but said business will open as usual tomorrow. Mayor Grove thanked the local media who reported on the demonstration. Mayor Grove also announced that the Lighted Way has rescheduled its fundraiser for Tuesday, June 2.
Mayor Grove thanked La Salle folks who participated in the protest and the organizers for a peaceful event. He continued by saying it is clear what happened in Minneapolis was wrong and those involved should be punished to the full extent of the law. However, that does not give people the green light to loot and steal from your neighbors.
Alderman Bacidore stated that he supported the way the Mayor handled the situation as you would rather be safe than sorry. Mayor Grove thanked Alderman Bacidore and said you never will know if you overdid it, but you will definitely know if you under react.

Mayor Grove thanked all the bar, restaurant owners and patrons who took advantage of being outside last weekend and for following social distancing rules.
Mayor Grove again reminded the public of the Lighted Way’s spaghetti dinner drive-thru fundraiser which will take place at the Uptown on Tuesday, June 2, 2020.
Alderman Reynolds relayed a message from Denise Sabotta who wanted to thank everyone who has sent cards and wishes to her in the nursing home.
