Here is the minutes provided by the council:

Mayor Jeff Grove presiding with proper notice being duly and continuously posted. The meeting was held via conference call through the WebEx platform with the council, staff, press, and the public having the ability to participate in the meeting by dialing 312.535.8110 using access code 626-384-086 and password 5272553.

The meeting was called to order at 6:30 p.m.

OLD BUSINESS

With all the recent rain, Alderman Herndon asked if there had been any calls about flooding in the north east part of town. Alderman Crane stated that he had not received any calls. City Engineer Brian Brown said there is one area between La Harpe and Crosat on the north side that he noticed holds water, but plans to add an inlet to get the area to drain. He said it tends to hold water for a day or so. Mr. Brown said once things dry out, they will do the work. He said he has been in contact with the neighbors and made them aware it will be fixed.

NEW BUSINESS

Fire Chief Andy Bacidore explained that every five years the City has to renew the Natural Hazards Mitigation plan. This is a multi-jurisdictional, multi-county plan spearheaded by the North Central Illinois Council of Governments. In this plan, areas were identified where preventative mitigation efforts could be taken to lessen the impact of natural disasters. He continued by saying that much of what is in the plan will stay, but one requirement is to seek input from the council as to items that could potentially be added to the plan. Chief Bacidore stated that he is adding items such as interoperable communications. He explained that the plan will be submitted tomorrow to NCICG and upon completion the plan will be returned to the City for final approval by ordinance. Chief Bacidore stated that there was nothing to formally act on this evening, but instead it was an opportunity for the council to provide input. The items in the plan are areas the City believes can be mitigated. In the event grants or funds become available through IEMA or FEMA, the Natural Hazards Mitigation plan must be in place in order to qualify. There were no comments from the public.

Alderman Crane asked for the council to consider in the future appropriating funds to address drainage issues on rural roads that are within the City limits. He believes by addressing grading issues, doing shoulder work and ditching, the roads will last longer.

Ordinance 2885: An Ordinance Amending the General Offenses Section of the City Code within Section 134 Regarding Provisions Involving Offenses Against Public Health and Welfare.

COMMENTS

Alderman Jeppson announced that the library will be holding a Rolling Robotics course for youth ages 11 to 14. Parents and guardians can go to the library’s website (www.lasalle.lib.il.us) or visit their Facebook page for further details and registration information. The library is also in the process of launching curbside drop-off and pick-up services.

Mayor Grove asked the aldermen to review plans for a potential building on Third Street east of Hennepin. The plans are in Finance Director Duncan’s office.

Economic Development Director Leah Inman announced the June 1 launch of the “Locally La Salle” gift card program. This is a City of La Salle gift card that can only be used at participating La Salle businesses. More details will be forthcoming. Mayor Grove stated that this is great for our businesses and a great gift idea during the holiday season.

Mayor Grove thanked the council and the public for their patience with the teleconference meetings. Mayor said he was unsure if the June meetings will be via conference call or in- person. He said we will continue to follow the Governor’s mandates and thanked the residents and businesses for cooperation and patience. Mayor Grove said at this time the City still hopes to have summer programs, the pool open and Celebrate La Salle, but again everything is contingent upon the Governor’s mandates. Mayor Grove said that bands for Celebrate La Salle will not charge any kind of cancellation fees if we cannot hold Celebrate La Salle this year.

Alderman Crane stated that in several of the recent RIP grants that have been approved, many of the quotes submitted are from contractor’s from outside the local area. Alderman Crane wants to ensure that these contractors register with the City when they work in town. Mayor Grove asked Alderman Crane to assist with coming up with a standard fee structure for those applicants who may be handy and choose to do their own work. Alderman Lavieri agreed.

City Clerk Carrie Brown officially welcomed Brent Bader on his first day as Deputy Clerk and Director of Public Relations and Community Development.
