City of La Salle City Council met Sept. 21.

APPROVAL OF MINUTES

Minutes of the Regular City Council meeting held September 8, 2020.

Minutes of the Streets, Alleys and Traffic Committee meeting held September 8, 2020.

PETITIONS

Request from Mary Jo Credi of Illinois Valley Food Pantry to address the Council and related matters.

Request from Ameren Illinois to break ground at 1125 Canal Street and 618 Marquette Street to repair gas leak and related matters.

Request from AT&T to:

• Bore and place (1) 55’ 1-2” pipe conduit from MH 56 to utility pole at Hennepin and Canal streets and (2) 245’ 1-2” from utility pole P.1601 to customer building at Rockwell Road west of Canal and Union streets.

• Directional bore and place 421’ 2”-pipe conduit from existing pole P.198 to existing pole P.348 south of North 30th Road east of Industrial Drive.

Request from Michael and Theresa Robbins for a front-yard variance from 4’ to 6’ to install a fence on the east side of the corner lot and a variance to install a solid, privacy fence on both the east and south side of the property located at 901 Gooding Street which variances if approved will also require a lease of city property of 10’ x 40’ on the southside of the property and related matters.

REPORTS OF CITY OFFICERS

Monthly Police Income Report for August 2020 showing total fees collected of $4,360.85.

COMMUNICATIONS

Illinois Department of Revenue showing sales tax collected for June 2020 of $80,743.21 and Home Rule Sales Tax of $67,566.49 for a total of $148,309.70.

STANDING COMMITTEES

Recommendation and potential action of the Finance Committee regarding a request from the University of Illinois Extension office for a contribution to support education programing and related matters.

Recommendation and potential action of the Licenses Committee regarding licensing fees for rental properties within the City of La Salle and related matters.

SPECIAL COMMITTEES

OLD BUSINESS

Authorization of Pay Estimate #2 & Final to John Pohar & Sons Inc. totaling $19,498.70 for work completed to date on the Oak Ride Storm Sewer behind 17-19 Oak Ridge and related matters.

NEW BUSINESS

Discussion and potential action on an application for TIF benefits from Gary Hammers of Hammers Properties regarding premises at 525 First Street and related matters.

Discussion and potential action on an application for TIF benefits from Christie Pasieka of Starved Rock Rentals regarding premises at 552 First Street and related matters.

ORDINANCES/RESOLUTIONS

An Ordinance setting the compensation of the Mayor of the City of LaSalle, Illinois and related matters.

An Ordinance setting the compensation of the Alderman/Alderperson of the City of LaSalle, Illinois and related matters.

An Ordinance regarding the lease of municipal property with Scott Clark, individually and on behalf of Jakes 201, Inc d/b/a Jake’s Pour House and related matters.

An Ordinance granting variance in regard to ordinance relating to Garage Sales and related matters. (Including Flea Markets) (Breckle Inc., Wietek)

COMMENTS

EXECUTIVE SESSION

Regarding pending and/or potentially imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, discipline, appointment, performance and/or compensation of non-union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-2,5,6,11 thereof.
