City of Peru City Council met Nov. 22.

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:00 p.m. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Mayor Kolowski sent thoughts and prayers to the victims of the Waukesha, Wisconsin Christmas Parade victims.

PUBLIC COMMENT

PRESENTATION

Alderman Payton made a motion to approve $2,500 donation to Blue and Red Christmas for Kids. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Deputy Chief Sarah Raymond and Community Service Officer Blake Frund were in attendance to accept the donation on behalf of the Blue and Red Christmas organization. Deputy Chief Raymond thanked the city for the donation stated it’s big and it makes a huge difference in the lives of a lot of these kids. Deputy Chief Raymond stated that any donation we receive will go toward the children. Deputy Chief Raymond stated they get the names from the schools. Deputy Chief Raymond stated the Peru public schools help us out with families that are in need and we in turn ask those families if they would like assistance. Deputy Chief Raymond stated they ask about the children’s sizes and their different interests and wish lists. Deputy Raymond stated the most important thing is their basic needs, the families are always very grateful.

Deputy Chief Raymond stated they have 35 families signed up for the program, all of which are multi children households. This number could also continue to grow as they are still waiting to hear from more families in the community. Deputy Chief Raymond stated it’s a lot of work but it’s very rewarding. It’s something that they might, otherwise, not be able to have. Deputy Chief Raymond stated tt’s a great feeling, being able to help as many families as we can. Deputy Raymond stated each year we try to divide up the donations to help as many people as we can and now that we are getting the nominations from the schools, it’s even more important to get as much in donations that we possibly can.

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of November 8, 2021; Peru Police Department Report for October 2021 and Peru Volunteer Ambulance Service, Inc. Activity Summary for October 2021. Alderman Waldorf made a motion the minutes and reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on November 24, 2021:

Alderman Buffo made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Tieman seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

POLICE AND FIRE COMMITTEE

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6602

AN ORDINANCE AUTHORIZING THE EXECUTION OF A DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF PERU AND JOHN POHAR AND SONS, INC. (Property South of Wenzel Road –PINs:17-09-221-000 & 17-09-234-000)

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6603

AN ORDINACNE LEVYING TAXES FOR CORPORATE PURPOSES FOR THE CITY OF PERU, ILLINOIS, FOR THE FISCAL YEAR BEGINNING ON MAY 1, 2021, AND ENDING APRIL 30, 2022, INCLUSIVE

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PROCLAMATIONS

UNFINISHED BUSINESS

Alderman Waldorf made a motion to hire the selected candidate for the Mechanic position. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried

NEW BUSINESS

PETITIONS AND COMMUNICATIONS

Alderman Waldorf presented a communication from the Village of Dalzell requesting negotiations to purchase water from the City of Peru. Eric Carls, Director of Engineering and Zoning stated he will be in communication with the Village of Dalzell and Corporate Counsel to negotiate terms.

Clerk Bartley presented a petition from John Pohar & Sons seeking approval of a final plat of subdivision for Pohar’s Crossing, along with certain waivers and variances from the city’s zoning and subdivision ordinances, for property located at 600-800 Wenzel Road. Alderman Ballard made a motion the petition be received, placed on file and referred to Planning/Zoning Commission for review and recommendation. Alderman Waldorf seconded the motion; motion carried.

MAYOR’S NOTES

Mayor Kolowski reported on holiday decorations and lighting and thanked the electric department and public works department for doing a great job.

Mayor Kolowski stated leaf vacuuming crews are doing their best to keep up and catch up collecting the leaves.

Mayor Kolowski reminded the council of the night-time Christmas Parade on December 4th with gifts provided to kids but the Blue and Red Christmas program at Washington Park.

Mayor Kolowski thanked the Peru CSO for their holiday decoration efforts throughout the city.

Mayor Kolowski wished everyone a happy a thanksgiving and thanked all the departments for their efforts and is proud to be moving forward and pulling together in Peru.

Alderman Edgcomb thanked the members of the St. John’s Lutheran Church for raking leaves for about thirty residents in the St. John’s subdivision.

Alderman Edgcomb also noted that Thanksgiving meals would be available from First Congregational Church.

Aldermen Waldorf reported that Thanksgiving meals will be available at The Right Spice funded by Schimmer dealer group.

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Payton seconded the motion and motion carried. Meeting adjourned at 7:28 P.M.
