PRESENTATION 

Request from Luke Tomsha to address the Council regarding current activities of The Perfectly Flawed Foundation and upcoming events and related matters.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS: 

Request from Ameren Illinois to break ground at 1201 Creve Coeur Street to replace a pole and related matters.

Request from Designs and Signs on behalf of Illinois Valley Center for Independent Living to install a non-illuminating, single-facing directional sign at 222 Third Street and related matters.

Request from the La Salle VFW for a Tag Day application and related matters. Request for a 2022 Raffle License from Cops for Cancer

Request from Jani Kidd, of the University of Illinois Extension Education Center & Community Teaching Kitchen, for a special event permit to allow a street closure on Tonti Street between First and Canal streets from 3 to 8 p.m. Thursday, May 19, 2022 and related matters.

Request from Carus Chemical to rezone the front portion of their property from R-3 zoning to M-2 zoning and related matters.

REPORTS OF CITY OFFICERS 

Building Inspector’s Report for March 2022 showing total fees collected of $648.00 with total value of construction of $200,000.00.

Treasurer’s Report for March 2022 showing total cash balances in La Salle State Bank of $11,825,065.03 and in Hometown National Bank of $5,887,436.62.

COMMUNICATIONS 

Illinois Department of Revenue report showing sales tax collected for January 2022 of $80,345.36 and Home Rule Sales Tax of $71,433.35 for a total of $151,778.71.

BIDS 

Discussion and potential recommendation regarding bid award for Donahue Street/Baker Avenue Emergency Sanitary Sewer Replacement and related matters.

Discussion and potential recommendation regarding bid award for 2022 MFT & Non-MFT Maintenance Program and related matters.

APPOINTMENTS 

STANDING COMMITTEES 

Discussion and potential action on the recommendation of the Finance Committee regarding a request from North Central Area Transit for an annual donation and related matters.

Authorization of Pay Estimate #5, Base Bid to Municipal Well & Pump totaling $148,782.73 for work completed to date on the New Water Supply Well #13 project and related matters.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDINANCES/RESOLUTIONS: 

An Ordinance amending the city of La Salle code of ordinances relating to the further regulation and licensing of certain aspects of video gaming and related matters.

An Ordinance amending La Salle City Code Provisions regarding further regulating the issuance of liquor licenses and related matters (includes further regulations restricting where a party seeking a Class A and/or Class B Liquor License for a business whose primary business activity and/or business revenue is expecting to be lawful gaming operations may not be located and related matters)

An Ordinance further regulating parking within the City of La Salle (South portion of alley diamond between Second and Third and Bucklin and Lafayette) and related matters.

An Ordinance further regulating traffic within the City of La Salle (Richard Hallett Road speed limit).

An Ordinance authorizing the City of La Salle, La Salle County, Illinois, to borrow funds from the Illinois Public Water Supply Loan program.

Resolution authorizing City representative to execute public water supply revolving fund low interest loan application and related documents.

An Ordinance making transfers of amounts appropriated from one corporate purpose to another corporate purpose.

An Ordinance authorizing collective bargaining agreement between the City of La Salle and “AFSCME” Union.

An Ordinance establishing compensation for certain employees and classes of employees of the City of La Salle, Illinois commencing May 1, 2022.

An Ordinance approving labor agreement between the City of La Salle and Illinois Fraternal Order of Police Labor Council representing La Salle Police Officers.

An Ordinance approving labor agreement between the City of La Salle and Illinois Fraternal Order of Police (Sergeants/Lieutenants).

An Ordinance authorizing an additional agreement between the City of La Salle, Illinois and Paramedic Services of Illinois, Inc.

An Ordinance amending ordinances regarding certain aspects of compensation, hiring and residency of paid on call firefighters, first responders, members of MABAS teams and related matters.

An Ordinance authorizing labor agreement between the City of La Salle and La Salle Professional Firefighters Local Number 4760 of the International Association of Firefighters.

COMMENTS 

EXECUTIVE SESSION 

Regarding pending and/or potentially imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, discipline, appointment, performance and/or compensation of non-union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-2,5,6,11 thereof.
