City of Lasalle Finance Committee met March 21.

Here are the minutes provided by the committee:

Pro-Tem Chairman Lavieri called the Meeting to order at 6:00pm

ROLL CALL

Present: Pro–Tem Chairman Lavieri, Aldermen Demes, Jeppson, Herndon

Excused Absence: Chairman Ptak

Others Present: Deputy Clerk Brent Bader, Superintendent of Public Works Patrick Watson, Economic Development Director Leah Inman, Alderman Reynolds, Alderman Bacidore, Finance Director John Duncan, Fire Chief Jerry Janick, Treasurer Virginia Kochanowski, City Attorney James McPhedran.

A quorum was present.

Moved by Alderman Demes and seconded by Alderman Jeppson to approve and place on file the minutes of the Finance Committee for March 7, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Alderman Jeppson did question the invoice for $11,700 for signs. He believed this to be a bit pricey if it was just for signs. Economic Development Developer Inman stated that she believed it was a package deal, not just the signs. The invoice was from Disc Mania, Inc.

Alderman Demes questioned a bill under Street Department with IV Excavating for $2,975. Demes asked if the city vac truck does have a camera. Watson did state that the city was trying to locate sewers on 800 1st St. Demes did mention that this is his 15th year on council and the city has gone through a couple vac trucks. When the council approved the most recent truck purchase 4 years ago, the big selling point then for the Vac truck was the camera. Watson stated that it does have a camera on the front but it is not real time. This camera purchase is on Watson’s wish list. Demes suggested purchasing one for the future.

Finance Director Duncan confirmed the $11,700 invoice was for more than just signs for the disc golf park. It was for 2 full park info boards ($649/ea.), 36 golf disc tee signs ($99/each), 18-disc golf targets for $325, and 1 park signage for $1,000.

Demes began the discussion for the RIP grant approval. He mentioned that he had some questions for Duncan at the time and Duncan mentioned that the city budgets for $125,000 (10 x $12,500.). Inman stated that the city does typically use it all. This is just a formality just in case there are funds left at the end of the year. This application will be approved subject to agreement for this fiscal year. There is currently $19,000 left for this fiscal year to use.

Moved by Alderman Jeppson and seconded by Alderman Herndon to approve the request from Gary Hammers for a Redevelopment Incentive Program grant totaling $12,500 for premises located at 328 Third Street.

Alderman Lavieri mentioned that Chairman Ptak was in favor of this request.

MOTION CARRIED: 4-0

There were no more questions or comments from the public.

Moved by Alderman Herndon and seconded by Alderman Jeppson to adjourn the meeting.

Pro-Tem Chairman Lavieri adjourned the meeting at 6:10 p.m.
