City of LaSalle City Council met April 18.

Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.

The meeting was called to order at 6:30 p.m.

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds to approve, accept and place on file the Minutes of the Regular Meeting of the City Council held April 4, 2022. Each and every alderman has a copy.

PROCLAMATIONS

Moved by Alderman Demes and seconded by Alderman Crane to proclaim May as Motorcycle Awareness Month in the City of LaSalle. Each and every alderman has a copy.

PRESENTATION

Moved by Alderman Lavieri and seconded by Alderman Jeppson to allow Luke Tomsha to address the Council regarding current activities of The Perfectly Flawed Foundation and upcoming events.

Tomsha wanted to update the council on what the Foundation has been up to. Earth day was their first day and will be coming up again down at the LaSalle canal, this coming weekend. The Foundation celebrated their 5th anniversary this year. The began in 2017 and have now been able to increase staff capacity: Program Manager, social worker/counselor Rachel Edgcomb, 3 positions for peer and family support. They have established a text line and this month alone they fielded 2700 text messages. Their normal average is about 1200/month. They have established a mobile wellness unit. They have given 62 staff assisted rides for court appearances and appts. The have peer and family support meetings, called Smart Recovery. Viewed a little different than AA. These meetings are held weekly at train station. They have recently added to their Board of Directors, Dave Argubright, Collette Klein, Alec Hueneberg, T.J. Templeton, Kim Dahl, Jason Edgcomb, Tina Harty, Carrie Hicks, and Stephanie Batchtelor. They have received partial funding for R3 funding, specific to City of LaSalle, which has helped with staff cost and rent. Also have received funding from the National Council of Behavior of wellness and conditionally approved for a grant with that announcement being soon that will help support their efforts. The foundation would like to start up a community garden or pollinator garden. They want a spot to take clients for walks. Tomsha says it's easier to talk to their clients when they are not in a clinical setting.

Demes asked Tomsha if he could put 1st and 2nd Creve Couer, behind LaSalle electronics on their list for cleanup. Demes commended Tomsha and the organization. They have recently helped a friend's family member.

Lavieri suggested using Millennium Park at I & M Canal for their garden spot.

The LaSalle County has gone from 25 to 36 overdose deaths, which has 44% increase in the state. LaSalle county is going to have one of the highest overdose deaths rates in the state. The Foundation is working to decrease those trends.

Mayor Grove congratulated Tomsha and his whole team.

Tomsha state that his organization defines recovery differently, it is not just abstinence.

Mayor asked if the council would be willing to do a straw vote for the use of Millenium Park. All alderman were in favor of the use of the park.

Anyone is welcome to show up from 9am-1pm this Saturday down at the Lock and Canal to help out with the Perfectly Flawed Earth Day event. If they are unable to attend, they can still take a picture and tag #perfectlyflawedearthday.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS

Moved by Alderman Jeppson and seconded by Alderman Lavieri to approve the request from Ameren Illinois to break ground at 1201 Creve Coeur Street to replace a pole and related matters.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve the request from Designs and Signs on behalf of Illinois Valley Center for Independent Living to install a non-illuminating, single-facing directional sign at 18 Gunia Dr.

Moved by Alderman Reynolds and seconded by Alderman Demes to approve the request for a 2022 Raffle License from Cops for Cancer.

Moved by Alderman Ptak and seconded by Alderman Reynolds to approve the request from Jani Kidd, of the University of Illinois Extension Education Center & Community Teaching Kitchen, for a special event permit to allow a street closure on Tonti Street between First and Canal streets from 3 to 8 p.m. Thursday, May 19, 2022.

Voice vote, all ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to send the request from Carus Chemical to rezone the front portion of their property from R-3 zoning to M-2 zoning to the Planning Commission.

Engineer Brown mentioned that the last zoning that was done was from 1958. Carus just wants to make sure that they are in conformity and have no issues for expansion in the future.

REPORTS OF CITY OFFICERS

Moved by Alderman Bacidore and seconded by Alderman Reynolds to approve and place on file the Building Inspector’s Report for March 2022 showing total fees collected of $648.00 with total value of construction of $200,000.00.

Moved by Alderman Ptak and seconded by Alderman Lavieri to approve and place on file the Treasurer’s Report for March 2022 showing total cash balances in La Salle State Bank of $11,825,065.03 and in Hometown National Bank of $5,887,436.62. Each and every alderman has a copy.

COMMUNICATIONS

Moved by Alderman Ptak and seconded by Alderman Lavieri to approve and place on file the Illinois Department of Revenue report showing sales tax collected for January 2022 of $80,345.36 and Home Rule Sales Tax of $71,433.35 for a total of $151,778.71.

Voice vote, all ayes. Motion carried.

BIDS

Brown stated that this sewer at the end of Baker Ave. does not have much life left in it. Recently they have cleaned the main line between Malcom extended. This project would just box around the North Property line and east and tie into Baker Ave. It would make that lot useful and it would correct the issues also. The city does have perpetual easement through that lot and it is a sewer that the city has to maintain. They are getting an additional easement to construct this.

Moved by Alderman Ptak and seconded by Alderman Lavieri to reward the bid award to John Pohar and Sons for Donahue Street/Baker Avenue Emergency Sanitary Sewer Replacement and related matters.

Brown stated that he is hoping to reduce that cost with alternative pipe material. He could possibly get another $10,000 off that bid.

This is subject to contingent on no complaints being made up to April 8, eight days calendars days after bid has been made from Office of Chief Council.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to send the discussion and potential action regarding turning Richard Hallett Road into a non-truck route to Streets, Alleys, and Traffic committee.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to send the discussion about the request from resident at 1449 Linden to remove the ‘Slow Children Playing’ sign in the neighborhood. Resident claimed it was there for about 10 years and this one is located at this address.

Moved by Alderman Ptak and seconded by Alderman Reynolds to send the discussion about a request from a resident in the area of Crosat from 5th to 6th, south of St Roch's, to potentially add ‘Slow Children Playing” signs.

COMMENTS

Demes thanked Finance Director Duncan for all his hard work with the contracts and negotiations.

Bacidore mentioned that he received a few calls about the water letter, one being from an 86-year-old resident who said she has been drinking Lasalle water her whole life. Mayor thanked Tom Collins for breaking it down and helping to understand the letter a little better.

EXECUTIVE SESSION

Regarding pending and/or potentially imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, discipline, appointment, performance and/or compensation of non-union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-2,5,6,11 thereof.
