City of LaSalle City Council met July 11.

Here are the minutes provided by the council:

Mayor Grove called the meeting to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present - Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Herndon, Crane Excused Absence: Alderman Jeppson

A quorum was present.

Others Present: Finance Director John Duncan, Deputy Clerk Brent Bader, Superintendent of Public Works Patrick Watson, Fire Chief Jerry Janick, Treasurer Virginia Kochanowski, Attorney Pat Herrmann, City Engineer Brian Brown

APPROVAL OF MINUTES

Moved by Alderman Ptak and seconded by Alderman Reynolds to approve, accept and place on file the Minutes of the Regular Meeting of the City Council held June 27, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS:

Moved by Alderman Bacidore and seconded by Alderman Thompson to approve the request from Ameren Illinois to break ground in alleys at 336 Chartres, 437 Joliet, and 526 Gooding to relocate poles.

Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Ptak to approve the request for 2022 Raffle License from Carrie-All, Inc. d.b.a. Rephil’s.

Voice vote, all ayes. Motion carried.

REPORTS OF CITY OFFICERS

Moved by Alderman Bacidore and seconded Alderman Reynolds to approve and place on file the Building Inspector’s Report for May 2022 showing total fees collected of $6,219.91 with total value of construction of $4,063,612.99. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded Alderman Lavieri to approve and place on file the monthly police income report for June 2022 showing total fees collected of $9,959.40.

Voice vote, all ayes. Motion carried.

Moved by Alderman Ptak and seconded Alderman Lavieri to approve and place on file Treasurer’s Report for June 2022 showing total cash balances in LaSalle State Bank of $12,502,759.45 and in Hometown National Bank of $6,001,228.18.

Voice vote, all ayes. Motion carried.

STANDING COMMITTEES

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and approve the recommendation from the finance committee regarding the purchase of an ABI Force z23slt Field Groomer and two attachments for the parks department.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Herndon, Crane

NAY: None

Absent: Alderman Jeppson Abstain: None

MOTION CARRIED: 7-0

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and approve the recommendation from the Streets, Alleys, and Traffic Committee regarding adding a “Handicapped Parking” sign in front of the 1216 Third Street.

Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and approve the recommendation from the Streets, Alleys, and Traffic Committee regarding adding “Cross Traffic Does Not Stop” signs to the Second and Marquette streets intersection, Second and Gooding Streets intersection, and Second and Wright streets intersection.

Voice vote, all ayes. Motion carried.

OLD BUSINESS

Moved by Alderman Lavieri and seconded by Alderman Thompson to authorize pay estimate #3 to Advanced Asphalt totaling $437,188.45 for work completed to date on 24th Street/Wenzel Road project.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Herndon, Crane

NAY: None

Absent: Alderman Jeppson Abstain: None

MOTION CARRIED: 7-0

NEW BUSINESS

Moved by Alderman Lavieri and seconded by Alderman Bacidore to add a request from Chad Gilbert from 425 1st St. for a handicap sign outside his business on the SAT committee agenda in two weeks.

Voice vote, all ayes. Motion carried.

Deputy Clerk Bader asked to add a request from Comcast to install CATV service cable. Bader asked for a straw vote in order for work to commence. Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Herndon, Crane all gave their ok to allow this to happen.

Mayor Grove wanted to recognize the LaSalle Girls Softball Junior League Team. They are playing tomorrow night at Triton College in the state tournament.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDINANCES/RESOLUTIONS

Moved by Alderman Ptak and seconded by Alderman Thompson to grant the resolution for improvement under the Illinois Highway Code. Each and every alderman has a copy.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Herndon, Crane

NAY: None

Absent: Alderman Jeppson Abstain: None

MOTION CARRIED: 7-0

COMMENTS

Chief Jerry Janick mentioned that there was no demo date yet scheduled for KFC.

Alderman Herndon mentioned that many people are asking about what is going on at the southside of the canal bridge. It is looking very nice and cleaned up!

There were no more comments from the public.

APPROVAL OF BILLS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, authorize, and place on file the bills from June 27, 2022. Total Submitted: $1,188,356.41 (Total Payroll $212,641.89, Bills to be paid $168,452.24, Total Bills Paid $807,262.28). Each and every alderman has a copy.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Herndon, Crane

NAY: None

Absent: Alderman Jeppson Abstain: None

MOTION CARRIED: 7-0
