City of LaSalle Street, Alleys, and Traffic Committee met May 16.

Here are the minutes provided by the committee:

Chairman Bacidore called the Meeting to order at 6:08pm

ROLL CALL

Present: Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Herndon Absent: Alderman Crane

Moved by Alderman Lavieri and seconded by Alderman Jeppson to allow for City Attorney James McPhedran to attend remotely.

Voice vote, all ayes. Motion is carried.

Present: Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Herndon, Crane (arrived at 6:15pm).

Absent: NONE

Others Present: Deputy Clerk Brent Bader, Superintendent of Public Works Patrick Watson, Finance Director John Duncan, Fire Chief Jerry Janick, Treasurer Virginia Kochanowski

A quorum was present.

Moved by Alderman Reynolds and seconded by Alderman Ptak to approve and place on file the minutes of the Streets, Alleys, and Traffic Committee for May 2, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion is carried.

Moved by Alderman Herndon and seconded by Alderman Reynolds to approve the recommendation regarding adding a “Slow Children Playing” sign on Crosat Street between Fifth and Sixth Streets, eastside of the road going northbound.

NAY: Alderman Crane

MOTION CARRIED: 6-0

Michelle Szewczyk, resident of 728 Fourth Street, said she is the only house without a driveway on her block. She feels that the church has ample enough parking and would really appreciate if the committee were to put up a “Resident Only Parking” Sign. She does have one disabled son and it would be very helpful for them.

Alderman Herndon asked Mr. McPhedran if it is even allowable to put a Resident Only Parking sign. Attorney McPhedran did state that if the resident qualifies for a handicap parking, there would not be an issue putting up such a sign. The city has done this before. Attorney McPhedran was concerned that the city would be setting a precedence but granting a “Resident Only” when there are many other residents in La Salle that may have a driveway for parking. There is many circumstances and factors, church, school, and a handicap spot for this situation could be argued in favor of. The resident is requesting two parking spots.

Deputy Clerk Bader stated that all residents were informed of this discussion and there was no correspondence either way for this matter. McPhedran stated that this may not be an issue with this unique circumstance.

Moved by Alderman Reynolds and seconded by Alderman Jeppson to approve the recommendation regarding adding two “Parking for Residents Only” sign in front of 728 Fourth Street.

AYES: Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Herndon, Crane

NAY: NONE

Absent: None Abstain: None

MOTION CARRIED: 7-0

Deputy Clerk Bader did state how residents in the area of 1223 Hennepin Street were informed of this discussion and there has been no correspondence either way for this matter.

Alderman Jeppson did mention that he spoke with the resident and she would like to get a sign on McArthur, which is on the northside of her house, where her driveway is. The resident requested the sign to not allow parking on the southside of McArthur, from her driveway to the stop sign.

Alderman Bacidore stated that request regarding adding a “No Parking to Curb” sign on the east side of the driveway at 1223 Hennepin Street was denied due to a lack of a motion.

Deputy Clerk Bader wanted to discuss with the committee language that the signs on RT. 6 for Richard Hallett Rd would specifically read. Chief Smudzinski talked with Utica Police Chief and mentioned that Utica would go back to their council and see what wording they specifically would want. Chief Smudzinski and Engineer Brown both spoke with Tom

Shaeffer from IDOT and the thought would be to have a sign on Rt. 6 of No Semis over 12 tons.

Alderman Herndon wanted to add the stop sign discussion on Hennepin for the next Streets meeting. Mayor Grove asked if the committee would be willing to do a Straw Vote on this discussion item rather than wait two weeks for it to be on the agenda.

Moved by Alderman Crane and seconded by Alderman Herndon attach a stop sign on power pole at Hennepin and McArthur on southeast side.

Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Herndon, Crane all responded with a YES to the straw vote.

There were no more questions or comments from the public.

Chairman Bacidore adjourned the meeting at 6:34 p.m.
