City of Ottawa City Council met June 21

City of Ottawa City Council met June 21.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 7, 2022, and the minutes of a special meeting held on Tuesday, June 14, 2022, both be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 10, 2022, in the amount of $485,321.07, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report dated June 21, 2022, showing expenses in the amount of $1,811,287.86, be approved and warrants issued.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of 7 NCAT employment agreements for appointed City Officials in Emmett Frye as Facilities Assistant, Dennis Bute as part time Assistant to the Office Manager, Laura Loughridge as Reservationist, and Doug McManus, Tom Milby, William Korter, and Mike Schneider as full time Bus Operators, which has been on file for public inspection since June 7, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and Horizon House of the Illinois Valley Inc., for space located at 4140 Progress Blvd in Peru, IL, for NCAT, which has been on file for public inspection since June 7, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an agreement between the City of Ottawa and Vissering Construction Company, for the new bus parking shelter for NCAT, be received and placed on file for public inspection. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere commented that Thornton Park looks great!

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal for structural and civil engineering services by Chamlin & Associates Inc., for Allen Park’s fishing pier, which has been on file for public inspection since June 7, 2022, be adopted.

Second by Ganiere.

A discussion took place with Commissioner Less commenting that he thought that the ADA fishing pier would be a great amenity, but he would like to see a master plan for all of Allen Park. He has concerns on upkeep cost of the pier from the river flooding. Commissioner Pearson said that the sidewalks were a safety issue at Allen Park and that Allen Park is big park, which has a huge scope of work needed. She would like to see recreational components up on the hill and the tobaggon hill redone. Mayor noted that this proposal is for design only. Commissioner Eichelkraut reminded of the pier on the far East end of Allen Park and added that we only a bench, when the river flooded in that area.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal for geotechnical exploration and permitting by Chamlin & Associates Inc., for the Allen Park ship tie offs, be received and placed on file for public inspection. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Halm Electrical Contracting Inc. in the amount of $99,500.00 for video detention at the intersection of Route 6 and Route 71 be accepted, paid for, and reimbursed by the State of Illinois. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an intergovernmental agreement for police services and school resource officers between the City of Ottawa and the Ottawa Township High School District #140, which has been on file for public inspection since June 7, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an intergovernmental agreement for police services and school resource officers between the City of Ottawa and the Ottawa Elementary School District #141, which has been on file for public inspection since June 7, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing Brianne Petersen as the Human Resource Director of the City of Ottawa and authorizing the execution of an employment agreement, which has been on file for public inspection since June 7, 2022, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing and authorizing the execution of employment agremeents for appointed City Officials in Brian Bressner as Fire Chief and Michael Mills as Deputy Fire Chief, be received and placed on file for public inspection. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing and ratifying a settlement agreement between the City of Ottawa, Officer Brett Wiedeman and the Police Benevolent Labor Committee, be received and placed on file for public inspection. 

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending multiple sections of Chapter 110, Article III of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding trees, shrubs, and other plants, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, June 16, 2022, considering a rear yard setback variance request from Andrew Foote and Dana Banfi for property located at 303 Hillside Avenue, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the rear yard setback variance request to construct an accessory structure be granted and the follow up Ordinance, be passed and approved. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, June 16, 2022, considering a side yard setback variance request and a variance to the maximum area allowed for an accessory structure from Jolanta Lindebaum for property located at 1503 W. Jefferson Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the side yard setback variance request and maximum are variance to add on to an existing garage with a 1 foot overhang for the roof eve and the garage be allowed to exceed 50% of the footprint of the principal structure by 35.5% be granted and the follow up Ordinance, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussen presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, June 16, 2022, considering a variance request from the Fence Ordinance from Jerad Hickey for property located at 1420 Sioux Drive, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of

Appeals and the fence variance from the Southwest corner of the house West to 2 feet East of the West property line then South along the property line to a point which will coincide with the applicant’s Eastern neighbor’s fences’ Southern limit be granted and the follow up Ordinance, be passed and approved.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem announced that the bridge closure starts on Wednesday, June 22, 2022. And on Monday, June 27, 2022, Spring Street hill will be closed for reconstruction. The Mayor also wished everyone a Happy and safe 4th of July.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.

Second by Less.

Nays: None. Motion carried. Council adjourned at 7:16 p.m.
