City of LaSalle City Council met July 25.

Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with proper notices being duly and continuously posted. 

Mayor Jeff Grove called the meeting to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE 

ROLL CALL 

Present - Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon Excused Absence: Alderman Crane

A quorum was present.

Others Present: Deputy Clerk Brent Bader, Economic Development Director Leah Inman, Superintendent of Public Works Patrick Watson, Fire Chief Jerry Janick, Treasurer Virginia Kochanowski, City Attorney James McPhedran

APPROVAL OF MINUTES 

Moved by Alderman Reynolds and seconded by Alderman Thompson to approve, accept and place on file the Minutes of the Regular Meeting of the City Council held July 11, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PUBLIC HEARING 

Moved by Alderman Lavieri and seconded by Alderman Jeppson to open public hearing to receive comments concerning the proposed Appropriation Ordinance for fiscal year 2022-2023.

Voice vote, all ayes. Motion carried.

There were no comments from the public. 

Moved by Alderman Reynolds and seconded by Alderman Thompson to close the public hearing for the proposed appropriation ordinances for fiscal year 2022-2023.

Voice vote, all ayes. Motion carried.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS:

Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve the request from Designs and Signs on behalf of Pretty Paws Boutique to install a non-illuminated, single-facing wall sign at 825 First Street.

Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to send a request from Erin Maze to consider installing four-way stop signs on Second Street at Marquette, Gooding, and Wright Street Intersections to SAT committee meeting two weeks from tonight.

Voice vote, all ayes. Motion carried.

REPORTS OF CITY OFFICERS 

Moved by Alderman Ptak and seconded Alderman Reynolds to approve and place on file the Illinois Department of Revenue report showing sales tax collected for April 2022 at $71,158.52 and Home Rules Sales Tax on $80,732.41 for a total on $151,890.93. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

STANDING COMMITTEES 

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and approve the recommendation from the Finance Committee regarding a request from George Knafelc for Knafelc Investments for a Redevelopment Incentive Program grant totaling $1,995 for premises located at 129/135 Joliet Street.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon 

NAY: None

Absent: Alderman Crane Abstain: None

MOTION CARRIED: 7-0 

Moved by Alderman Ptak and seconded by Alderman Thompson to accept and approve the recommendation from the Finance Committee regarding a request from Chad Gilbreth of Edward Jones for a Redevelopment Incentive Program grant totaling $900.62 for premises located at 425 First Street Suite 2.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon 

NAY: None

Absent: Alderman Crane Abstain: None

MOTION CARRIED: 7-0

Alderman Ptak did want to make mention that on the bid for the synthetic slate, it did state the bid was going to IVRD but it was instead for the City Hall. They likely used the same template for their bids and probably forgot to change out the bid name.

Alderman Lavieri also wanted to make sure that the city verified with Ecostar that the city would be the “homeowners” and they would receive the 50-year warranty.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and approve the amended recommendation from the Finance Committee regarding using synthetic slate roofing for the City Hall Roofing Replacement Project.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon 

NAY: None

Absent: Alderman Crane Abstain: None

MOTION CARRIED: 7-0 

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and approve the recommendation from the Finance Committee regarding an alternate bid of $16,900 from Sterling Commercial Roofing for provisions of copper valley, hip, and ridge flashings.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon 

NAY: None

Absent: Alderman Crane Abstain: None

MOTION CARRIED: 7-0 

Moved by Alderman Bacidore and seconded by Alderman Ptak to accept and approve the recommendation from the SAT Committee regrading adding a “Handicapped Parking” space in front of 425 First Street.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon 

NAY: None

Absent: Alderman Crane Abstain: None

MOTION CARRIED: 7-0 

Alderman Bacidore asked if Supt. Watson will be able to put a work order in for this request.

OLD BUSINESS 

Moved by Alderman Lavieri and seconded by Alderman Jeppson to ratify the straw vote regarding a request from Comcast to install CATV service cable near 309 Raccuglia Drive.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon 

NAY: None

Absent: Alderman Crane Abstain: None

MOTION CARRIED: 7-0 

Results of the structural engineering report provided by Wendler Engineering on property at 801-805 First Street.

Mayor Grove noted that there were some structural issues recorded reported from the Wendler Engineering walk-through. There will be a protective covering for the walkway. Mayor asked for Alderman Reynolds to be a liaison to this project and will be checking prior to every city council meeting. Owners do want to keep H&H Builders but have asked for another bid.

Inman stated that most of the issues have arisen from west and south wall. There will be additional scaffolding to prevent from any danger.

Inman suspects formal evaluation with architectural drawings. Reynolds stated that when the other building was knocked down, it potentially weakened that wall.

Inman stated that there was no report yet on the Kaskaskia report. It is so much larger of a building.

Mayor Grove wanted the public to know that they are addressing the concerns with this 801-805 First Street property.

NEW BUSINESS 

Mayor Grove mentioned that he would like to replace 5 driveway approaches that are north of Eddie’s pet shop. Illinois Cement is giving the city money to maintain the roadway there. The lip of the drive is the City’s to maintain.

Moved by Alderman Ptak and seconded by Alderman Reynolds to replace the driveway approaches.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson 

NAY: None

Absent: Alderman Crane Abstain: Alderman Herndon

MOTION CARRIED: 6-0 

Alderman Ptak asked the reason that there was heavy equipment at KFC and now the equipment is gone. Mayor did mention that the company does plan on rebuilding. Mayor and Chief Janick were unaware what was the reason for the equipment leaving. The Fire Marshall did release the property back to the owners.

Leah Inman asked the councilmen for a straw vote in regards to a special event permit that they just received that evening from Sam Patel, LIV wellness, for a wellness event, August 25th. They asked to block off 1st and Gooding and Wright. And the use of 540 1st St. green space. Inman mentioned that she has worked with this group in the past and are very professional group. The event will run from 11-6pm. They will have a DJ and a drone. The expect about 500 attendees and will be partnering with small business downtown.

STRAW VOTE 

YES: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon This item will be ratified at next meeting.

Mayor mentioned how the E-car Chargers are down. They are in contact with a technician to get them worked on.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDIANCES/RESOLUTIONS: 

Moved by Alderman Ptak and seconded by Alderman Reynolds to approve the ordinance appropriating for all corporate purposes for the City of LaSalle, LaSalle County, Illinois for the fiscal year beginning May 1, 2022 and ending April 30, 2023.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon 

NAY: None

Absent: Alderman Crane Abstain: None

MOTION CARRIED: 7-0 

COMMENTS 

Leah Inman mentioned the two Open houses that will be going on at the Auditorium Ballroom. This is in regards to the La Salle Link large Ameren line from Oglesby line to Utica. They will be Tuesday 5-7pm and Wednesday 11-1pm.

There were no more comments from the public. 

APPROVAL OF BILLS 

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, authorize, and place on file the bills from July 11, 2022. Total Submitted: $1,234,251.06 (Total Payroll $190,109.05, Bills to be paid $198,335.85, Total Bills Paid $845,806.16). Each and every alderman has a copy.

AYE: Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Herndon 

NAY: None

Absent: Alderman Crane Abstain: None

MOTION CARRIED: 7-0 

Moved by Alderman Reynolds and seconded by Alderman Thompson to adjourn the meeting.
