City of LaSalle Street, Alleys, and Traffic Committee met Sept. 6.

Here are the minutes provided by the committee:

Chairman Bacidore called the Meeting to order at 6:05pm

ROLL CALL 

Present: Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Crane Excused Absence: Alderman Herndon

Others Present: Deputy Clerk Brent Bader, Finance Director John Duncan, Economic Development Director Curt Bedei, Departing Economic Developer Director Leah Inman, Fire Chief Jerry Janick, Building Inspector Andy Bacidore, City Engineer Brian Brown, Director of Public Works Patrick Watson, City Attorney James McPhedran, City Treasurer Virginia Kochanowski

A quorum was present.

Moved by Alderman Reynolds and seconded by Alderman Ptak to approve and place on file the minutes of the Streets, Alleys and Traffic Committee for August 8, 2022. Each and every alderman has a copy.

Chairman Ptak began discussion in regard to the request for a streetlight in the alley behind 1511 Creve Coeur Street. Alderman Lavieri stated that there are three streetlights already in the alleyway that is under discussion. Deputy Bader did take pictures of the three streetlights in the alleyway. There was only one voicemail from one resident that stated they did not have any issues with it. No one was in attendance to discuss the request.

Moved by Alderman Ptak and seconded by Alderman Jeppson to deny request for recommendation regarding adding a streetlight to in the alley behind 1511 Creve Coeur Street.

Voice vote, all ayes. Motion is carried.

Chairman Badicore began discussion in regard to the request for a handicapped sign in front of 437 Crosat Street. There are two spots in front of the home and the resident is requesting that the sign be in the first spot closest to the alley.

Moved by Alderman Ptak and seconded by Alderman Reynolds to approve the recommendation regarding adding a handicapped sign in front of 437 Crosat Street.

MOTION CARRIED: 6-0 

The resident of 437 Crosat Street began discussion in regard to the request for adding a “Children at Play” sign to be added to the alleyway. She stated that she fosters children and some have ADHD and autism. She wants a sign as a warning to drivers of children in the area. The resident was not particular on the location of the sign. She just wanted to see it somewhere in the alley. She feels that young drivers are flying through the alley constantly. Alderman Reynolds is concerned that if the city does it for this alley, others will be requesting for their alley. He also suggested the bushes on the side of the property may need to be trimmed to allow for easier viewing of children if they are on the edge of the alley.

Moved by Alderman Reynolds and seconded by Alderman Crane to table the recommendation regarding adding a “Children at Play” sign in the alley next to 437 Crosat Street at this time.

Voice vote, all ayes. Motion is carried.

The Resident at 1216 Third Street began the discussion in regard to relocating the handicapped sign that has been placed. He stated that the neighbors pulled right to his bumper at the blue line that has been painted. The blue line is currently there because the sign has not been installed yet due to a machine issue. The resident would like his passenger door right at his sidewalk to his home. Committee discussed with him that would be bumping the neighbor (or anyone) from parking in front of his current space, which is then taking away a parking space on the street. There is currently room for two vehicles to park on the street, one spot for the public and one handicapped spot for the resident at 1216 Third Street. Alderman Ptak does not see a reason for this discussion for a few extra steps. Alderman Thompson asked if the resident was present when this was first discussed. He stated he was not present. Director Watson stated that he originally paints spots for 16 feet, but they gave the resident 20 feet of blue line. The neighbor of 1216 Third St. was present and wanted to state that at the last meeting when this topic was discussed, she was present and it was made clear that there would be one parking stall in front of the handicapped spot for anyone to park. She hopes that this will still remain as is.

Moved by Alderman Ptak and seconded by Alderman Reynolds to deny the request to relocate the previously approved handicapped parking space at 1216 Third Street. The handicapped sign will remain in space as is.

Chairman Bacidore adjourned the meeting at 6:28 p.m.
