City of Ottawa Playground & Recreation Board met Nov. 10

Here is the minutes provided by the board:

*Note: This meeting will be held in City Hall Council chambers beginning at 7pm. Please enter through the handicapped accessible entrance on the Northwest corner of the building.

Recreation Board Members Present: Alex Spencer, Phil McNally, Maribeth Manigold, Steve Brenbarger, Brent Roalson, Kari Hilton, Ryan Cantlin, Josh Moore, Randy Bretag, (Dave Marvin, Director of Ottawa Recreation).

Recreation Board Members Absent:

Other City Officials attending the meeting: Tammi Koppen

Guests: Chris Stone

I. Approved October board meeting minutes.

II. Approved October Recreation Financial Report and October Pool Financial Report. 

III. Commissioner’s Report

A. Discussed creating a list of Park Improvement projects for the upcoming year to submit to Marla and Steve. Board members were encouraged to email Alex with any ideas so he could compile a list to rank at the next meeting.

B. Discussed options on Parks / Field maintenance (Ball field mowing) the options discussed were bidding out the maintenance, or having the maintenance done in house (city workers). If the city was limited to hours of availability the board discussed potentially hiring our own workers to supplement the needed maintenance) Board decided it needed more investigation and discussion before deciding on this matter.

IV. Recreation Board President’s Report –

A. Alex discussed the ranking of projects we wanted for next year, he had list started of some of the ideas for the board members. Indicated the list could be added to and we will rank them next meeting.

B. Also suggested we ask for a list from all youth organization, on what items or maintenance they may be looking for from the recreation board to help us with the up coming budget.

V. Director’s Report

A. Fall Harvests Dance

i. Hall - $1200

ii. Set up - $200

iii. Band -$1500

iv. Food -429.39

v. Payroll 10 hours – Jane Schomas $147.90

1. TOTAL COST = $3477.29

2. Over budget $277.29

a. Set up cost (unaware we needed to set up tables at the venue we paid $1200 dollars to rent) Hired Thee Ultimate Party for $200

b. Organizers hours

3. Will budget $3500 – $ 4000 for future

B. Adult Basketball

i. Central School

1. Play 2 games at once

ii. Registration opens next week.

C. Adult Volleyball (women’s)

i. Have a Supervisor

1. Developing Rules and schedule

2. Play at Central

3. Registration open in Dec

4. League will depend on numbers (4 teams min)

D. Disc Golf – Final League Report. (first year)

i. Revenue - $1530.00

ii. Costs - $ 2256.00

iii. Loss of $ 726.00

1. $260 Surplus of equipment for Summer or next league

iv. Final loss $466

1. Cost per participant - $ 27.00

v. Will budget for future

1. Adjust some costs to get under the “$ 15.00 threshold”

vi. GUEST : Chris Stone ( Disc Golf League Supervisor)

1. Gave a report on this season and tournament

2. Discuss future ideas for the Disc golf league.

VI. Old Business

A. Outstanding committed money

i. Thorton Park Basketball Hoop install was completed and paid for.

VII. Long Range Planning and Board Goals

A. Construction in Progress - NA

B. Park Inspection – Phil handed out blank inspection sheet for everyone

C. Long Range Plans & Review – Alex will send out reminders for ideas before the next meeting

VIII. Committee Reports

A. By-laws (Maribeth, Kari, Josh) – NA

B. Financial/Budget (Ryan, Josh) – NA

C. Parks (Randy B, Steve, Kari) –

i. Allen park was in need of a new flag

D. Programs (Phil, Maribeth, Brent) –

i. Oldum park had a pad lock issue

ii. Phil presented 20220OBB expenses ($4672)

E. Pool (Maribeth, Steve) – Are we staffing the pool this summer 2022?? Need to know if the board will be responsible for hiring a director for the pool. Tammi will get us an answer so we can start the process.

IX. New Business –

A. Sidewalk at Peck Park ball diamond area.

i. Brent made the motion to install 2700sq ft of sidewalks with drainage to Peck Park at a cost of $18,900. Kari Seconded, motion passed 8 Yea, 1 Abstained(Alex)

B. Weather Vain Art Work (Williwaw) at Thorton park, Phil suggested we add a plaque to the sculpture.

i. Phil made a motion to add a written plaque to the sculpture in Thorton Park park at a cost of $1000.00. Steve Seconded, Motion Passed

X. Meeting adjourned.

A. Maribeth made a motion to adjourn the meeting, Brent Seconded. Motion passed.
