City of Peru City Council met Nov. 7.

Here is the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, November 7, 2022, at 7:03 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America. 

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of October 24, 2022, Annual Statement of the City Treasurer for fiscal year ending April 30, 2022; Treasurer’s Report for September 2022 and Peru Volunteer Ambulance Service Activity Summary for September 2022. Alderman Waldorf made a motion the minutes and reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on November 9, 2022:

Alderman Buffo made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Sapienza made a motion to authorize 2023 property casualty and workman’s compensation insurance with IMLRMA in the amount of $431,476.75. Alderman Payton seconded the motion. Alderman Payton noted the only 1.22% increase and thanked the department heads and the hard work put in for safety protocol. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Tieman made a motion to approve $2,500 donation to Blue and Red Christmas for Kids. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Tieman made a motion to approve $250 donation to the Illinois Valley Food Pantry for the “Fill the Cart” (Pay it Forward) campaign. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Payton made a motion to authorize payment of $3,000 to NCIC Economic Development District annual local share for 2022-2023 (50/50 matching grant). Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Payton made a motion to approve $250,000 investment into American Express National Bank, CD at 4.70% for 3 years. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Payton made a motion to approve $250,000 investment into Synchrony Bank NA, CD at 4.70% for 5 years. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Ballard made a motion to approve an engineering service agreement with Chamlin and Associates for the Area 5 Phase 2 Sewer Separation project. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Lukosus made a motion to award the Center Street Substation Transformer to GE Prolec in the amount of $1,277,581.00. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Lukosus made a motion to approve purchase of 2019 Ram 1500 from Coronet Dodge in the amount of $51,368.24 for Electric Department. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Edgcomb made a motion to approve purchase of Model 623T Grasshopper Mower from Diller Rod Inc., in the amount of $13,950.00. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Lukosus made a motion to approve proposal from Just Masonry in the amount of 23,708 for rehabbing of 300ft cemetery wall. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

POLICE AND FIRE COMMITTEE

Alderman Tieman made a motion to approve the memorandum of agreement entered into by and between the City of Peru and the Illinois FOP Labor Council Lodge No. 137 and authorize the Mayor to sign on behalf of the City of Peru. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Edgcomb made a motion to authorize the Board of Fire and Police Commissioners to fill 3 vacancies due to retirements in the Peru Police Department. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert present the minutes of public hearing on petition for annexation and zoning submitted by Michael A. Leone, trustee under a trust agreement dated august 28, 2020 and known as the Michael A. Leone revocable living trust; James J. Leone and Linda J. Leone, co-trustees under a trust agreement dated January 28, 2013; and Leone Grain & Supply, Inc. concerning property generally located east of Plank Road and north and south of Peru Rail (formerly the LaSalle and Bureau County railroad) in unincorporated LaSalle County, Illinois in the City of Peru, Illinois. Alderman Lukosus made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Buffo seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6696 

AN ORDINANCE ANNEXING AND ZONING CERTAIN TERRITORY TO THE CITY OF PERU, ILLINOIS (4.30± acres) 

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2022-15 

A RESOLUTION GRANTING A WAIVER UNDER SECTION 7.4 OF THE EMPLOYEE MANUAL AS SOUGHT BY CHIEF BOB PYSZKA 

Alderman Buffo made a motion the resolution be adopted as written and read. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Council tabled an ordinance entitled:

AN ORDINANCE AUTHORIZING THE EXECUTION OF AN AUCTION AGREEMENT WITH BURKART AUCTION SERVICE, LLC AND THE SALE OF SURPLUS PERSONAL PROPERTY OWNED BY THE CITY OF PERU, ILLINOIS. 

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6697

AN ORDINANCE LEVYING TAXES FOR CORPORATE PURPOSES FOR THE CITY OF PERU, ILLINOIS, FOR THE FISCAL YEAR BEGINNING ON MAY 1, 2022, AND ENDING APRIL 30, 2023, INCLUSIVE 

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PROCLAMATIONS

UNFINISHED BUSINESS

PSM/Fire Chief Jeff King reported the following:

• Crews will be behind due to city departments being closed on Friday for Veteran’s Day NEW BUSINESS

Alderman Waldorf made a motion to authorize Human Resources to advertise and seek applicants for a Public Works Laborer position. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PETITIONS AND COMMUNICATIONS

MAYOR’S NOTES

Deputy Chief Sarah Raymond reported that Patrolman Adam Conness retired after 26 years of service. Deputy Chief Raymond reported that Ofc. Conness was a Metal of Valor recipient and MADD celebrated.

Adam Thorson, Director of Parks, Recreation and Special Events reported on the upcoming Lighted Parade on December 3rd at 5:00 p.m. Mr. Thorson stated the parade will begin at 5:00 p.m. with the arrival of Santa, gifts and refreshments at 6:00 p.m. at Washington Park.

Mayor Kolowski reported on the new Economic Development website.

Mayor Kolowski reported on Veteran’s Day reminders.

Alderman Edgcomb reported the Peru CSO is taking down veterans banners and will be available for pick up in the Community Room at city hall.

CLOSED SESSION

Alderman Lukosus made a motion to go into closed session to discuss purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property and meetings held to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Closed session began at 7:43 p.m. and ended at 8:53 p.m.

Alderman Edgcomb made a motion to reopen the meeting. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.

Alderman Payton made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned at 8:55 p.m.
