Bureau Valley Community Unified School District 340 Board met Dec. 19.

Here are the minutes provided by the board:

Determining that a quorum was present, Vice President Olds called the Truth in Taxation Hearing to order at 6:00pm and directed the Secretary to call the roll.

ROLL CALL

PRESENT IN PERSON: Johnson, Maynard, Olds, Spencer, VanLanduit 

ABSENT: Wiggim and Yepsen

The 2022 Tentative Levy was presented. Mr. Stabler explained that there was approximately a 6% increase in the EAV. We are waiting on the final EAV numbers from Bureau County. Some wind turbine values are being reassessed to determine the accurate value. The estimated tax rate is predicted to decrease for the fourth year in a row. The District wants to be mindful of savings for taxpayers as our EAV has increased, yet it still provide the same educational experiences for our staff and students as costs have continued to elevate. There was no public input.

It was moved by Maynard and seconded by Spencer to adjourn the Truth in Taxation Hearing at 6:05pm.

VOICE VOTE MOTION PASSED

Determining that a quorum was present, Vice President Olds then called the regular meeting to order at 6:05 pm and directed the Secretary to call the roll.

Mr. Stabler recognized the Illinois State Scholars. This year nine students qualified for this honor. This is the most BV students to be recognized since 2013. Our Illinois State Scholars are: Lilly Atteberry, Isaac Attig, Violet Krider, Cassidy Peterson, Sam Rouse, Abigail Siri, Izabel Wallace, Krysten Walowski, and Alaina Wasilewski. The Board and administration praised these students for their achievements while enduring a pandemic that impacted their education.

There was no public comment.

It was moved by Johnson and seconded by VanLanduit to enter into executive session at 6:15 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees; Student disciplinary cases and other matters related to individual students; and Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

It was moved by VanLanduit and seconded by Maynard to close the executive session at 6:45 p.m. and return to open session.

After executive session, the Board reviewed the Principal and Director reports. Mr. Duane Price, BVHS Principal, mentioned that our BVHS Band students would travel to Chicago to perform with the Chicago Symphony. Also, former BV Graduate, James Macklin, called on behalf of the Quad City Steamwheelers, asking if our band would like to play at a game in March. Mrs. Kristie Cady, BV Walnut and Wyanet Principal shared that the 5th graders in Walnut adopted a family for the holiday through LSSI. The students are learning about helping others. Collin Rogers, Maintenance Director, reported on projects that will be done over Christmas break. Mr. Brad Bickett, BVHS Athletic Director, highlighted the upcoming girls' basketball tournament and other activities. On January 27th, Hall of Fame athletes will be honored at a basketball game.

It was moved by Spencer and seconded by Maynard to approve the consent agenda items:

Mr. Stabler presented the 2022 tax levy. It was moved by Johnson and seconded by VanLanduit to approve 2022 Levy as presented.

MOTION CARRIED 5-0-2 Absent

Mr. Duane Price presented the changes to the 23-24 BVHS Curriculum Guide. New courses such as Honors Communication, Honors Psych, Intro to Computer Technology, Music Theory/Piano, and Welding will be added. More dual credit courses are offered as our staff become qualified to teach these classes. Other changes being made are due to changing rules from the Illinois State Board of Education (ISBE). It was moved by Spencer and seconded by VanLanduit to approve the 23-24 BVHS Curriculum Guide as presented.

It was moved by Johnson and seconded by VanLanduit to approve authorization to establish certificates of deposit with People’s Bank not to exceed 60 months to the following: Marinda Behrends and Jason Stabler.

In other discussion, Mr. Stabler reported that the district was purchasing a wheelchair accessible van from Mrs. Denise Kelly. Denise shared that her late husband, Steve Kelly, would be very proud to know that his van was being used to help Bureau Valley students.

It was moved by Spencer and seconded by Maynard to approve and retain the executive session meeting minutes of November 28, 2022.

It was moved by VanLanduit and seconded by Spencer to approve the employment of Lisa Wilt as BVHS Business & Computers Teacher for the 23-24 School year and Michaela Mall as BV Wyanet Paraprofessional.

Mrs. Olds announced that the following resignations had been received since the November 28th board meeting: Caitlyn DeMay as BVHS Volleyball Coach.

It was moved by Maynard and seconded by Spencer to adjourn the meeting at 7:10 p.m.
