Village of Ladd Village Board met Jan. 24 

Here are the minutes provided by the board:

The Ladd Village Board met in regular session on Tuesday, January 24, 2023, in the Village Hall. Village President, Frank Cattani called the meeting to order at 6:30 pm and led the pledge of allegiance to the American flag.

Roll Call: Present: Trustees Jim Manning, Dave Margherio, Jan Martin, Dan Nelson, Molly Thrasher, and Mike Urbanowski

In attendance: Clerk Bezely, Treasurer Julie Koch, Superintendent Englehaupt, Atty. Pat Barry, Engineer Adam Ossola

Urbanowski motioned/Margherio second to accept the January 10, 2023, regular meeting minutes as presented.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Thrasher motioned/Urbanowski second to authorize payment of the bills in the amount of $123,005.53. 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Margherio motioned/ Martin second to accept the Treasurer's Report for December 2022 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Correspondence: A thank you was read from IVCIL for the donation to their Snow Flake Campaign. Public Comment: None

Committee Reports: Trustee Nelson mentioned a sinkhole outside of the old Lanuti building. President Cattani stated this is a suck hole. A vactor truck is coming Thursday. This will be vacuumed and the Village plans to investigate the source and determine repair.

Engineer’s Report: Ossola informed the board that the water main replacement is complete and all service lines are connected. Superior will return in the spring to complete this project’s asphalt and concrete work.

Superintendent’s Report: Unfinished Business – IMEA Energy Efficiency Funds: Englehaupt informed the board that he applied for the Electric Efficiency Funds before they expire. Trustee Manning told the board of a previous conversation he had with Englehaupt regarding bid pricing for Village projects. Manning feels his question may have been misunderstood. Manning explained his concern and requested to have his bid for LED Lighting revoked. Englehaupt stated that he went with the lowest bid, he has purchased 30 intersection/boulevard lights from Anixter. This will complete our LED street lighting in the entire Village. There was $1830.00 left to expire so Englehaupt ordered energy-efficient light bulbs to give to the residents. The Village will receive approximately 1500 bulbs. All available funds were used.

Urbanowski motioned/Martin second to approve the use of the Energy Efficiency Funds for LED Street Lights and Light Bulbs for residents in Ladd.

Ayes: Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 5-0-1

Abstain: Manning

Police Chief: Not in attendance

Building Inspector: Not in attendance

Village Attorney: None

New Business: Liquor License Approval: Manning motioned/Urbanowski second to approve Liquor Licenses for February – July 2023 for Cancun, Inc.; SBT Jeppson, Inc. DBA Dick’s Tap; Charro Tacos & Bakery Corp. (subject to receipt of payment for license $250.00); Rip’s Tavern2, Inc.; Softails, Inc.; Casey’s Retail Company DBA Casey’s General Store #1836; and Ladd Lanes, Inc.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0 

Video Gaming Fees: Atty. Barry explained the ability to implement a video gaming fee. After State Statute changed $50- $250.00 can be charged per machine. Urbanoskwi made a motion to hold off until the next board is seated and they can implement a fee. This motion died due to lack of a second. A lengthy discussion ensued. It was explained that any fee implemented will be shared ½ by the business owner and ½ by the owner of the machines. Atty. Colin Barry will provide the number of machines currently in Ladd and what the area City’s and Village’s have done regarding fees being charged. We will readdress this at the next meeting. These fees will go into the general fund if it is decided to implement them. Atty. Pat Barry confirmed that the general fund can have any type of expense taken out of it. Donation Request HBO: Discussion regarding a donation ensued. It was mentioned that we’ve donated $25 in years past.

Nelson motioned/Urbanowski second to donate $25.00 to Hall Booster Organization 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Announcements: A sample ordinance for social media was distributed. Discussion regarding comments being allowed on Facebook ensued. Municipalities that have a Facebook account are considered public forums. Atty. Barry stated if you would like to use Facebook to communicate with residents and not have public response, we must pass an ordinance and policy to use Facebook for informational purposes only. The Village would only like to provide information for residents. If residents have something to say, we invite them to speak at an open meeting during public comments or call the Village Clerk’s office. Atty. Colin Barry will draft an ordinance and policy for the next meeting.

Residents have requested an electronics recycling event. Bezely asked the council if she could schedule an electronic recycling event. (1) 20-yard dumpster from 8 am – 12 pm or until the dumpster is full. It will be for only Ladd Residents. We will plan on a small charge to residents which will be set at a future meeting. Amber Zrust, Airbnb owner at 101 N Main Ave has requested handicapped parking on the Elm Street side of her building, as she advertises her Airbnb as handicapped accessible. The board felt that this would be acceptable. Atty. Barry will draft an ordinance allowing this handicapped parking spot.

Bezely asked the council for direction on a recent business transaction. A Main Avenue business recently sold and the previous owner put a renter in the back which is not allowed unless it is a family member or the manager of the business. It is not known if this resident is a family member or manager of the business which is the only allowable use. An ordinance outlining rules on Main Avenue will be given to the new owner and we will have the police investigate if this rental is an allowable use. A very long and detailed discussion took place and many questions were brought up. We discussed considering an ordinance that would prohibit combining water or electric metering in 2 separate buildings with 2 separate tax id numbers when owned by the same person. This would alleviate some of this situation.

336 S. Main Avenue new owners would like to consider remodeling the garage to accommodate a business and add a restroom. Atty. Barry stated he feels it would be an allowable use. Englehaupt stated there are no utilities out in this garage. He asked the council how many service lines they want going to this property. Once the owners detail their plans we can help figure out what needs to happen. They are also considering installing a couple of EV charging stations which would be great for Ladd.

There are 3 weeks between meetings.

Martin motioned/Nelson second to adjourn.
