City of Ottawa City Council met May 9.

Here are the minutes provided by the council:

Special meeting of the Council of the City of Ottawa, Illinois.

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Marla K. Pearson, and Brent F. Barron.

Absent: Thomas G. Ganiere.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a technical assistance grant agreement between the City of Ottawa and IDOT, regarding NCAT, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2023 Curb Replacement Project, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Raynor Door Authority for the Fire Department garage door replacement project in the amount of $36,660.00, be accepted and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from McConnaughhay & Sons for the roof replacement at the Ottawa Scouting Museum in the amount of $65,200.00 be accepted, approved, and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution requesting permission from the Illinois Department of Transportation to repair 3 sanitary sewer services beneath Route 23 on Columbus Street by Fremont Street, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of an employment agreement with Alaina Iverson as Administrative Assistant to the Mayor, which has been on file for public inspection since May 2, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Computer Spa, for computer operation and maintenance services, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a fee agreement between the City of Ottawa and the Horton Group Inc., for employee benefit insurance services, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a consulting agreement between the City of Ottawa and Torricelli Lobbying & Consulting LLC, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an engineering consultant agreement between the City of Ottawa and Etscheid, Duttlinger & Associates, be received and placed on file for public inspection.

Second by Pearson.

Mayor Hasty added that we are cleaning things up in this agreement as Tom is contracted for a number of roles.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a legal services agreement for Corporation Counsel with the Cantlin Law Firm, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Plan Commission.

Moved by Mayor Hasty that the Report of the Plan Commission meeting held on Monday, April 24, 2023, considering a conditional use permit request for outdoor storage from John and Joanne Conrad for property located on Chessie Lane, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use permit request be granted subject to meeting the outdoor storage and screening requirements set forth in the City of Ottawa Zoning Ordinance and the follow up Ordinance be passed and approved.

Second by Barron.

Commissioner Eichelkraut had permitting and fence questions. Mr. Conrad asked about his business license. He wondered if it was transferable. Dave Noble added that it was address specific.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None. Commissioner Barron abstained.

Mayor Hasty presented Quote.

Moved by Mayor Hasty that the Quote received from Motorola Solutions in the amount of $10,725.00 for the replacement repeater for the Ottawa Fire Department be accepted, approved and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Quote.

Moved by Mayor Hasty that the Quote received from Chicago Communications in the amount of $2,778.00 for the installation of the replacement repeater for the Ottawa Fire Department be accepted, approved and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this special meeting be adjourned.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None. Council adjourned at 8:15 a.m.
