City of Ottawa City Council met July 18.

Commissioner Ganiere presented minutes of previous meetings.
Moved by Commissioner Ganiere that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Wednesday, July 5, 2023, and the minutes of a special meeting held on Thursday, July 6, 2023, both be approved as recorded in the permanent files of the City Clerk.

John Bailey of 1113 Sunridge Drive expressed his concerns over an air b n b in his neighborhood. The house has no trash service and a garage filled with garbage. He would like to see the City create an air b n b Ordinance similar to Oak Park or Oakbrook.
Mayor Hasty presented Biweekly Salary Payroll.
Moved by Mayor Hasty that the Biweekly Salary Payroll of July 7, 2023, in the amount of $578,866.18, be approved and warrants issued.

Mayor Hasty presented Bimonthly Expense Report.
Moved by Mayor Hasty that the Bimonthly Expense Report dated July 18, 2023, showing expenses in the amount of $2,702,072.08, be approved and warrants issued.

Moved by Mayor Hasty that a Resolution authorizing the execution of a commercial lease agreement between the City of Ottawa and Horizon House of the Illinois Valley Inc., for NCAT’s lease at 4140 Progress Blvd in Peru, which has been on file for public inspection since July 5, 2023, be adopted.

Commissioner Pearson noted that the next items are in relation to Peck Park. She has received a few phone calls about the safety of the playground equipment.

Moved by Commissioner Pearson that the Quote received from Pecover in the amount of $13,900.00 to paint the chain link fence around the tennis courts at Peck Park, be approved and paid for from the General Corporate Fund.

Commissioner Pearson presented Quote.
Moved by Commissioner Pearson that the Quote received from Obsidian Asphalt Paving Inc. in the amount of $99,859.76 to grade and pave the tennis courts at Peck Park, be approved, competitive bidding be waived, and paid for from the General Corporate Fund.

Commissioner Pearson presented Quote.
Moved by Commissioner Pearson that the Quote received from US Tennis Court Construction in the amount of $33,685.00 for painting the surfaces of the tennis courts at Peck Park, be approved, competitive bidding be waived, and paid for from the General Corporate Fund.

Commissioner Pearson gave an update on Thornton Park. There is a new 3 hole multi golf course. It was designed by Dana Vicich as a soccer or foot golf course.

Moved by Commissioner Barron that Change Order #1 from Fischer Excavating Inc.in the increased amount of $31,095.00 for the LongTerm Control Plan project, be accepted and paid for from the General Corporate Fund.

Mayor Hasty presented Buyer’s Order.
Moved by Mayor Hasty that the Buyer’s Order from Jeff Perry in the amount of $59,365.26 to purchase a 2024 GMC Sierra 2500HD Truck to be used by the Public Works Department be approved and the City Clerk be authorized to secure financing on this truck.

Mayor Hasty reminded that the 3rd Friday of the month is this coming Friday. They have 22 vendors signed up and free axe throwing.
