Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Marla K. Pearson, and Brent F. Barron.
Absent: Thomas G. Ganiere.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 5, 2023, be approved as recorded in the permanent files of the City Clerk.
Second by Pearson.
Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 15, 2023, in the amount of $528,329.39, be approved and warrants issued.
Second by Barron.

Commissioner Eichelkraut presented Bimonthly Expense Report.
Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated September 19, 2023, showing expenses in the amount of $1,267,178.99, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Financial Report.
Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of August 2023, be received and placed on file.

Commissioner Eichelkraut presented Change Order.
Moved by Commissioner Eichelkraut that Change Order #1 from Macqueen Emergency in the increased amount of $13,002.01, be accepted, approved, and paid for from the General Corporate Fund.

Commissioner Eichelkraut reminded that this coming weekend is the Boy Scout Jamboree in Ottawa.
Mayor Hasty presented Resolution.
Moved by Mayor Hasty that a Resolution authorizing the execution of a vehicle lease agreement between the City of Ottawa and the Bill Walsh AutomotiveGroup, for the Police Department, which has been on file for public inspection since September 5, 2023, be adopted.
Second by Barron.

Mayor Hasty partially read a letter of thanks for our Fire Department personnel for the level of care a resident received during a recent medical issue on September 3, 2023.

Moved by Commissioner Pearson that a Resolution authorizing a proposal with Halm Electrical Contracting Inc. to inspect the traffic signal masts and mast arms, be received and placed on file for public inspection.
Second by Eichelkraut.

Commissioner Barron presented Resolution.
Moved by Commissioner Barron that a Resolution authorizing the execution of an engineering design and construction services agreement between the City of Ottawa and Renwick & Associates Inc., for the Canal Street sewer separation project, which has been on file for public inspection since September 5, 2023, be adopted.
Second by Pearson.

Commissioner Barron noted that the Joliet Street watermain replacement project is halfway done and that our annual hydrant flushing was started on September 19th.

Moved by Mayor Hasty that a Resolution establishing the Art Committee of the City of Ottawa, be adopted.
Second by Barron.

Mayor Hasty presented Resolution.
Moved by Mayor Hasty that a Resolution appointing the first members to the Art Committee in Anna Wright and Susan Burton, terms to expire September 19, 2024, Annette Barr and Ryan Searl, terms to expire September 19, 2025, and Ryan Wotherspoon, Jocelyn Campbell and Amanda Zehr, terms to expire September 19, 2026, be adopted.
Second by Pearson.

Moved by Mayor Hasty that a Resolution appointing Abbie Kennedy, term to expire September 19, 2025, to the Special Events Committee, be adopted.

Commissioner Eichelkraut reminded of the upcoming Scarecrow Fest and Fall Festival Parade in the Jordan block on September 30th and October 1st.
