Village of Seneca Village Council met Sept. 19.

Here are the minutes provided by the council:

Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on September 19, 2023 and the meeting was called to order at 6:00 p.m.

Roll Call:

Present: Mayor Olson, Commissioners Higgins, Peddicord and Victor

Absent: Commissioner Weber

Also Present: Village Clerk Jennifer Peddicord, Attorney Bob Russo and

Village Engineer Casey McCollom

All stood for the Pledge of Allegiance to the Flag of the United States of America.

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the September 5, 2023 council meeting minutes as presented.

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor

Nays: None

Absent: Weber

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve the July treasurer's report, payroll and payment of bills as presented.

BUSINESS SPOTLIGHT PRESENTATION: 

None.

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS:

OLD BUSINESS: 

Mayor Olson: 

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the adoption of Ordinance 23-19, An Ordinance Amending Chapter 8 of Title 3 of the Seneca Code of Ordinances to Include a Provision Regarding License Unavailable. If a liquor license is unavailable, the applicant will be put on a waiting list until a license becomes available.

COMMISSIONER'S REPORT AND NEW BUSINESS: 

PUBLIC PROPERTY, WATER & SEWER - WEBER: 

Due to the absence of Comm. Weber, Mayor Olson presented his agenda items.

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve an expenditure to P&M Electric in the amount of $2,923.37 for Graves Park and meter socket repairs.

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve an expenditure to Underground Pipe & Valve Co. in the amount of $2,856.00 for Armour Street parking lot.

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to approve an expenditure to Hawkins, Inc. in the amount of $6,802.17 for water treatment plant chemicals.

ACCOUNTS AND FINANCE - VICTOR: 

A motion was made by Comm. Victor and seconded by Comm. Higgins to approve an expenditure to Old National Bank Visa in the amount of $4,054.68 for credit card expenses.

Nays: None

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve an expenditure to Wex Bank in the amount of $3,578.13 for fuel expenses.

A motion was made by Comm. Victor and seconded by Comm. Higgins to approve an expenditure to Klein, Thorpe & Jenkins, Ltd. in the amount of $2,063.50 for legal expenses related to problem properties. Mayor Olson advised that there will be an update regarding all of the problem properties at the next council meeting.

STREETS-HIGGINS: 

A motion was made by Comm. Higgins and seconded by Comm. Victor to approve an expenditure to P&M Electric in the amount of $2,050.00 for changing LED fixtures on bridge.

Nays: None

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to approve an expenditure to John Deere Martin in an amount not to exceed $140,000.00 for purchase of backhoe. This amount includes $43,000.00 for trade-in of the old backhoe, which is half of the purchase price from 2014. This will be paid for out of ARPA funds.

A motion was made by Comm. Higgins and seconded by Comm. Victor to approve an expenditure to Central Limestone Company, Inc. in the amount of $1,507.74 for gravel and rock. This is for work being done behind Fergy's.

PUBLIC HEALTH AND SAFETY - PEDDICORD: 

None.

PUBLIC AFFAIRS - OLSON: 

Mayor Olson presented an Ordinance Amending Section 1 of Chapter 6 of Title 2 Pertaining to Park Board Members. This changes the option of having board members outside of village limits, but within the Seneca Grade School limits, from two to three. There are currently not enough people within the village applying for open positions.

Mayor Olson announced that Shipyard Festival, including cruise night and fall festival, will begin September 20, 2023 through September 24, 2023.

PUBLIC COMMENT: 

Jack Ferguson commended the Street Department for using village employees to do the work on the village parking lot.

A motion was made by Comm. Victor and seconded by Comm. Peddicord to adjourn the council meeting at 6:10 p.m.
