Regular meeting of the Council of the City of Ottawa, Illinois.
Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, and Brent F. Barron.
Absent: None.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 19, 2023, be approved as recorded in the permanent files of the City Clerk.
Second by Barron.

Bob Carretto, a downtown courthouse employee, addressed the Council over parking issues and the new parking permit program.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 29, 2023, in the amount of $514,136.16, be approved and warrants issued.
Second by Ganiere.

Commissioner Eichelkraut presented Bimonthly Expense Report.
Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated October 3, 2023, showing expenses in the amount of $2,570,011.69, be approved and warrants issued.

Commissioner Eichelkraut presented Ordinance.
Moved by Commissioner Eichelkraut that an Ordinance establishing compensation for the part time appointed NCAT Bus Operators, be passed and approved.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa and multiple entities for transportation through NCAT, be received and placed on file for public inspection.

Commissioner Eichelkraut thanked the Special Events Committee for a great Fall Fest and Parade. The Mayor also thanked the committee for their work on Music in the Park.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an equipment demo agreement between the City of Ottawa and Premier Wireless for the Ottawa Fire Department, be received and placed on file for public inspection.

Mayor Hasty read a letter of thanks in relation to Police Department employees Andrea Harden and Juan Tornero who helped a resident’s autistic child.

Moved by Commissioner Pearson that a Resolution authorizing a proposal with Halm Electrical Contracting Inc. to inspect the traffic signal masts and mast arms, which has been on file for public inspection since September 19, 2023, be adopted.

Commissioner Pearson presented Request.
Moved by Commissioner Pearson that the City Clerk be authorized to advertise for Bids for the Green Street Elevation Project. Bids will be received until Tuesday, October 31, 2023, at 10:00 a.m.

Commissioner Pearson added that the work will begin next Spring.

Commissioner Pearson presented Bid.
Moved by Commissioner Pearson that the Bid received from Garden’s Gate in the amount of $20,856.68 for the landscaping in the Madison Street parking lot and Columbus Street sidewalk beds, be approved, paid for from the TIF Fund, and competitive bidding be waived.

Commissioner Barron awarded Bid.
Moved by Commissioner Barron that the Bid received from Gensini Excavating in the amount of $1,495,177.34 for the Long Term Control Plan Element 8.2 Canal Street sewer separation be approved and paid for from the CSO Fund.
Second by Ganiere.
Commissioner Barron amended his motion to the project area of the South side.
Second by Ganiere.

Commissioner Barron added that in addition to the Kiwanis Kids Council event next meeting, the Water and Wastewater Treatment Plants will both be open to the public on Saturday, October 14, 2023 from 8:00 a.m. until 12:00 p.m.
