City of Ottawa City Council met Oct. 17.

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, and Brent F. Barron.

Absent: None.

As part of the Kiwanis Club’s observation of “Kid’s Day”, students from Shepherd Middle School and Marquette Academy filled various offices. Seated to act for the evening as their counterpart were:

Christine Frangoulis thanked Commissioner Brent Barron for being the head of the Tree Board aka Tree Czar for 25 years and presented him with a thank you gift.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, October 3, 2023, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of October 13, 2023, in the amount of $514,779.98, be approved and warrants issued. 

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated October 17, 2023, showing expenses in the amount of $3,173,870.89, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of September 2023, be received and placed on file. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa and multiple entities for transportation through NCAT, which has been on file for public inspection since October 3, 2023, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an equipment demo agreement between the City of Ottawa and Premier Wireless for the Ottawa Fire Department, which has been on file for public inspection since October 3, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a proposal with Lexipol for grant writing services for the Ottawa Fire Department, which has been on file for public inspection since October 3, 2023, be adopted. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a maintenance service agreement between the City of Ottawa and SEPS Inc., for the Ottawa Police Department, be received and placed on file for public inspection. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Second Chance Cardiac Solutions in the amount of $9,975.00 for 7 new AED’s for the Ottawa Police Department squads, be approved and paid for from the Drug Fund.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from RTS Tactical in the amount of $11,143.37 for rifles and ballistic helmets for the Ottawa Police Department, be approved and paid for from the Drug Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of September 2023, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian Bressner, for the month of September 2023, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of an agreement between the City of Ottawa and Quik Kill Eliminators Inc., which has been on file for public inspection since October 3, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street from Lafayette Street to Lincoln Place on Friday, November 24, 2023, from 5:45 p.m. until 7:30 p.m., for the Annual Festival of Lights Parade, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson awarded Bid.

Moved by Commissioner Pearson that the Bid received from Advanced Asphalt in the amount of $364,599.50, for the 2023 Street Resurfacing Project, be approved and paid for from the Motor Fuel Tax Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of maintenance agreements between the City of Ottawa and Altorfer Power Systems, for the Water Department’s generators, be received and placed on file for public inspection. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing legal action for the collection of a water bill against the Fields Hill Improvement Association, be adopted. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of a planning consulting agreement between the City of Ottawa and Carroll Planning LLC, which has been on file for public inspection since October 3, 2023, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of an employment agreement for an appointed City Official in Donald Harris as City Treasurer/Budget Officer, which has been on file for public inspection since October 3, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement between the City of Ottawa and J & M Displays Inc., for the holiday fireworks on November 24, 2023, which has been on file for public inspection since October 3, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a software service agreement between the City of Ottawa and Cloudpermit, for the Community Development Department, which has been on file for public inspection since October 3, 2023, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham, for the cleanup grant at 518 Deleon Street, be received and placed on file for public inspection. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty a Resolution appointing Jason Rix, term to expire October 17, 2028, to the Playground and Recreation Board, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation naming the month of November 2023 as National Runaway Prevention Month in the City of Ottawa, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and AFSCME Local 2819, regarding part time telecommunicators, be received and placed on file for public inspection. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.
