City of Ottawa City Council met Nov. 7.

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, and Brent F. Barron.

Absent: Marla K. Pearson.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, October 17, 2023, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of October 27, 2023, in the amount of $541,524.73, be approved and warrants issued.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated November 7, 2023, showing expenses in the amount of $3,374,310.29, be approved and warrants issued.

Moved by Commissioner Eichelkraut that the Annual Financial Report of City Clerk, Shelly L. Munks, for fiscal year 23, be received and placed on file.

Moved by Commissioner Eichelkraut that a Resolution to enter into an agreement for administrative and coordination services for an Illinois Department of Transportation Statewide Planning and Research Grant with NCICG, be received and placed on file for public inspection.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a maintenance service agreement between the City of Ottawa and SEPS Inc., for the Ottawa Police Department, which has been on file for public inspection since October 17, 2023, be adopted.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and AFSCME Local 2819, regarding part time telecommunicators, which has been on file for public inspection since October 17, 2023, be adopted.

Second by Barron.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a master service agreement between the City of Ottawa and Flock Group Inc., for the license plate reader cameras, be received and placed on file for public inspection.

Moved by Commissioner Ganiere that the Quote received from Nicholson 1 Communications in the amount of $21,900.00 to purchase radios to be used by the Ottawa Fire Department, be approved and paid for from Grant proceeds.

Mayor Hasty presented Quote.

Moved by Mayor Hasty that the Quote received from Marseilles Sheet Metal in the amount of $15,186.00 to purchase and install radiant tube heaters in the bus barn building, be approved and paid for from the General Corporate Fund.

Mayor Hasty awarded Bid.

Moved by Mayor Hasty that the Low Bid received from Stott Contracting LLC in the amount of $2,848,447.89 for the Green Street Elevation Project be accepted and paid for from the General Corporate Fund.

Moved by Commissioner Barron that a Resolution authorizing the execution of an agreement for professional engineering services between the City of Ottawa and Fehr Graham & Associates LLC, for the current Wastewater Treatment Plant in a phosphorous feasibility study, optimization plan, and removal plan, be received and placed on file for public inspection.

Main Street, be received and placed on file for public inspection.
