City of Ottawa City Council met Dec. 5.

Here are the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Mayor Robert Hasty, Commissioners Thomas G. Ganiere, and Marla K. Pearson.

Absent: Commissioners Wayne A. Eichelkraut Jr. and Brent F. Barron.

Mayor Hasty presented minutes of previous meeting.

Moved by Mayor Hasty that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, November 21, 2023, be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Biweekly Salary Payroll.

Moved by Mayor Hasty that the Biweekly Salary Payroll of November 24, 2023, in the amount of $541,826.36, be approved and warrants issued.

Second by Ganiere.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Bimonthly Expense Report.

Moved by Mayor Hasty that the Bimonthly Expense Report dated December 5, 2023, showing expenses in the amount of $1,760,075.05, be approved and warrants issued.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance/Set public hearing.

Moved by Mayor Hasty that an Ordinance levying taxes in the City of Ottawa, LaSalle County, Illinois, for the fiscal year beginning May 1, 2023, and ending April 30, 2024, and authorizing the City Clerk of the City of Ottawa to certify to the County Clerk of LaSalle County, Illinois, the several amounts required to be raised by taxation for the corporate purposes of said City for said fiscal year, be received and placed on file for public inspection. Be it further moved, a public hearing be set on this said levy for Tuesday, December 19, 2023, at 7:00 p.m. in Council Chambers.

Second by Ganiere.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Don Harris gave an explanation on the tax levy. Mayor Hasty noted that Commissioner Eichelkraut is at a conference for NCAT.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and Ottawa Elementary School District #141, for the school resource officer, which has been on file for public inspection since November 21, 2023, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of November 2023, be received and placed on file.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian Bressner for the month of November 2023, be received and placed on file.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Munks, for the month of November 2023, be received and placed on file.

Nays: None.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $910.00, for the month of November 2023, be received and placed on file.

Second by Pearson.

Nays: None.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of November 2023, be received and placed on file.

Second by Ganiere.

Nays: None.

Mayor Hasty presented Report of Sidewalk Program.

Moved by Mayor Hasty that the Report of the Sidewalk Program showing 2 participants in the amount of $20,163.00, be approved and paid for from the General Corporate Fund.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance amending Chapter 3 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding administrative adjudications, be passed and approved.

Second by Ganiere.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of lease agreement #6816 between the City of Ottawa and the Illinois Department of Natural Resources for the Fox River pond area at Dayton Bluffs, which has been on file for public inspection since November 7, 2023, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and the Carson Building Ottawa LLC, to lease 818 LaSalle Street for a pop up market during the Chris Kringle market, which has been on file for public inspection since November 21, 2023, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a professional services agreement between the City of Ottawa and Gingko Planning & Design Inc., for the Downtown Waterfront Plan Phase 1, which has been on file for public inspection since November 21, 2023, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty a Resolution revoking and repealing Resolution 178-2023 authorizing the execution of an amended settlement agreement with Aaron Gretencord and AFSCME Local 2819, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an amended settlement agreement between the City of Ottawa, Aaron Gretencord, and AFSCME Local 2819, be received and placed on file for public inspection.

Second by Pearson.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a settlement agreement between the City of Ottawa and AFSCME Local 2819, regarding pending drug testing arbitration, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: Pearson.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and AFSCME Local 2819, regarding a drug testing policy, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement between the City of Ottawa and Civicplus LLC, for the City’s website, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.
