City of Ottawa City Council met Aug. 6

Here are the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, and Brent F. Barron.

Absent: Marla K. Pearson.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, July 16, 2024, and the minutes of a special meeting held on Thursday, July 25, 2024, both be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of August 2, 2024, in the amount of $660,919.40, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated August 6, 2024, showing expenses in the amount of $2,328,500.40, be approved and warrants issued.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a commercial lease agreement between the City of Ottawa and Horizon House of the Illinois Valley Inc., to lease 4140 Progress Blvd in Peru for NCAT, which has been on file for public inspection since July 16, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa and multiple entities regarding transportation through NCAT, which has been on file for public inspection since July 16, 2024, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a professional services agreement between the City of Ottawa and SRF Consulting Group Inc., for NCAT’s strategic plan, be received and placed on file for public inspection.

Second by Ganiere. Eichelkraut added that this is to look at more routes etc.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of 2 employment agreements for City Officials in Glen Pratt as part time Bus Operator and part time NCAT Facilities Assistant and Brendyn Fuchs as part time Facilities Assistant, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an agreement between the City of Ottawa and the LaSalle County 708 Community Mental Health Board, regarding rides for NCAT, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut commented on the success of Drinkin’ with Lincoln and the T Swift Experience. He also added that the kids fishing rodeo will be rescheduled for the Spring.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of July 2024, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian Bressner, for the month of July 2024, be received and placed on file.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the IL Department of Healthcare & Family Servies, regarding 2025 supplement ambulance rates, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Quote.

Moved by Mayor Hasty that the Quote received from MCConnaughhay & Sons in the amount of $36,840.00 to repair the roof at the NCAT facility, be approved and paid for from the general Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of 2 maintenance agreements between the City of Ottawa and Altorfer Power Systems, for generators for the Police & Fire Station and the North Water Tower, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Updated Quote.

Moved by Mayor Hasty that the Updated Quote received from Bonnell Industries Inc. in the increased amount of $3,372.66 to purchase a 2024 Ford Truck with snow fighter package, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Updated Quotes.

Moved by Mayor Hasty that the Updated Quotes received from Bonnell Industries Inc. in the increased amounts totaling $324.14 to purchase 3 snow plows, be approved and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Change Order.

Moved by Mayor Hasty that Change Order #3 from Vissering Construction Company in the increased amount of $12,841.00 for the Allen Park Project, be accepted and paid for from the grant proceeds.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a jurisdictional transfer agreement between the City of Ottawa and LaSalle County, which conveys Etna Road from Route 23 to Champlain Street to the City, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of a professional services agreement between the City of Ottawa and Fehr Graham for the permit renewal for the Wastewater Treatment Plant, which has been on file for public inspection since July 16, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an administration and coordination agreement between the City of Ottawa and NCICG for the Community Development Block Grant for storm sewer separation, which has been on file for public inspection since July 25, 2024, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Quote.

Moved by Commissioner Barron that the Quote received from Altorfer in the amount of $25,130.76 to upgrade 3 existing portable generators for the Water Department, be approved and paid for from the Water Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Munks, for the month of July 2024, be received and placed on file.

Second by Barron.

Nays: None.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration showing fines collected of $1,325.00 for the month of July 2024, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None. 

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official Mathew W. Stafford, for the month of July 2024, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Sidewalk Program.

Moved by Mayor Hasty that the Report of the Sidewalk Program showing 1 participant in the amount of $810.00 for the month of July 2024, be approved and paid for from the General Corporate Fund.

Second by Barron.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance authorizing the sale of real property owned by the City of Ottawa located at the corner of Route 6 and Technology Drive and providing for public notice thereof, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an access to property and tree removal agreement between the City of Ottawa and SPL Management LLC, for 621 Chapel Street, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of 3 annexation agreements between the City of Ottawa and various property owners located at 3, 4, & 5 Oak Terrace Drive, be received and placed on file for public inspection. Be it further moved, a public hearing be set for Tuesday, August 20, 2024, at 7:00 p.m. in Council Chambers on these said agreements.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing legal action against Anthony Berta to collect a City debt, be adopted.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a site host agreement between the City of Ottawa and Universal EV LLC, for 2 charging stations, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.
