City of Ottawa City Council met Jan. 21

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, January 7, 2025, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Todd Volker announced to the Council that he is running for the IVCC Board.

A public hearing took place next for the closeout of our 2021 CDBG housing grant.

Connie Buchanan of NCICG, explained that 11 houses were rehabbed and that the total grant amount was $570,000.00, which included administration fees and $20,000.00 from the City. With no one publicly commenting, the hearing was declared closed at 7:06 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of January 17, 2025, in the amount of $660,582.79, be approved and warrants issued.

Second by Pearson.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated January 21, 2025, showing expenses in the amount of $1,824,254.67, be approved and warrants issued.

Second by Barron.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Roalson, for the month of December 2024, be received and placed on file.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a settlement agreement between the City of Ottawa and AFSCME Local 2819, regarding Jay Abram, be received and placed on file for public inspection.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a preventative maintenance service agreement between the City of Ottawa and Braniff Communications Inc., regarding the City’s warning sirens, be received and placed on file for public inspection.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Morton Salt Inc. to purchase 1200 tons of deicing salt in the amount of $89,532.00, be approved and paid for from the General Corporate Fund.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of a grant agreement between the City of Ottawa and the Illinois Department of Commerce and Economic Opportunity, for the CDBG Storm Sewer Separation, which has been on file for public inspection since January 7, 2025, be adopted.

Second by Pearson.

Moved by Commissioner Barron that a Resolution authorizing the execution of a management and supervision agreement between the City of Ottawa and Total Environmental Service Technologies Inc., for the Water & Wastewater Treatment Plants, which has been on file for public inspection since January 7, 2025, be adopted.

Commissioner Barron presented Change Order.

Moved by Commissioner Barron that Change Order #1 from John Pohar & Sons Inc., in the increased amount of $64,063.05, for the 2024 Water main replacements, be approved and paid for from the Water Fund.

Commissioner Barron presented Ordinance.

Moved by Commissioner Barron that an Ordinance amending Chapter 106, Section 311 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding the ejector pump program reimbursement to $2,500.00, be passed and approved.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement for preliminary design services between the City of Ottawa and the Lamar Johnson Collaborative Inc., for the downtown waterfront amphitheater, which has been on file for public inspection since January 7, 2025, be adopted.
