City of Ottawa City Council met Feb. 4

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron.

Absent: Wayne A. Eichelkraut Jr.

Commissioner Ganiere presented minutes of previous meeting.

Moved by Commissioner Ganiere that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, January 21, 2025, be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Biweekly Salary Payroll.

Moved by Mayor Hasty that the Biweekly Salary Payroll of January 31, 2025, in the amount of $634,540.86, be approved and warrants issued.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Bimonthly Expense Report.

Moved by Mayor Hasty that the Bimonthly Expense Report dated January 21, 2025, showing expenses in the amount of $1,517,486.36, be approved and warrants issued.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Michael J. Cheatham, for the month of January 2025, be received and placed on file.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian R. Bressner, for the month of January 2025, be received and placed on file.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an agreement between the City of Ottawa and the Board of Trustees of the University of Illinois for firefighter training, which has been on file for public inspection since January 21, 2025, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a preventative maintenance service agreement between the City of Ottawa and Braniff Communications Inc., regarding the City’s warning sirens, which has been on file for public inspection since January 21, 2025, be adopted.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an agreement between the City of Ottawa and Fire Engineering Training for online training software for the Fire Department, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an engagement agreement between the City of Ottawa and I/O Solutions, for the entry level firefighter exam, be received and placed on file for public inspection.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a settlement agreement between the City of Ottawa and AFSCME Local 2819 regarding Jay Abram, which has been on file for public inspection since January 21, 2025, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, and Barron.

Nays: None. Mayor Hasty abstained.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from John’s Service and Sales LLC in the amount of $13,840.00, for the new office and break room for the Parks Department, be approved and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Quote.

Moved by Commissioner Barron that the Quote received from Gasvoda & Associates Inc. in the amount of $14,419.00 to purchase a new motor for Well #10 be approved and paid for from the Water Fund.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an agreement for professional services agreement between the City of Ottawa and Fehr Graham, for the Main water treatment plant discharge study, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an engineering design services agreement between the City of Ottawa and Etscheid Duttlinger & Associates Inc., for the 2025 Watermain replacements, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Roalson, for the month of January 2025, be received and placed on file.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $960.00 for the month of January 2025, be received and placed on file.

Nays: None.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of January 2025, be received and placed on file.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an engagement letter with SB Friedman Development Advisors for advisory services for the downtown waterfront, which has been on file for public inspection since January 21, 2025, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of an employment agreement for Brent Roalson as part time Code Enforcement Officer, which has been on file for public inspection since January 21, 2025, be adopted.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a side letter agreement between the City of Ottawa and the Police Benevolent Labor Committee, regarding minimum staffing, which has been on file for public inspection since January 21, 2025, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a settlement agreement between the City of Ottawa and AFSCME Local 2819, regarding training and contracting out grievances, which has been on file for public inspection since January 21, 2025, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of employment agreements for John Araujo and Frank Youngblood as part time NCAT Facilities Assistants, be received and placed on file for public inspection.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution appointing Jeff Newbury to the Fire Pension Board, term to expire February 2028, be adopted.

Second by Ganiere.

Mayor Hasty presented Report of Plan Commission meeting.

Moved by Mayor Hasty that the Report of the Plan Commission meeting held on Monday, January 27, 2025, considering the conditional use permit request from Trinity Lutheran Church for a school at 717 Chambers Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use permit be granted and the follow up Ordinance be passed and approved.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation declaring March 29, 2025, as Margaret Seeman in the City of Ottawa, be adopted.

Second by Barron.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a proposal between the City of Ottawa and Otis Elevator Company, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.
