Village of Diamond Village Board of Commission met April 8

Here are the minutes provided by the commission:

The scheduled meeting of the Diamond Village Board was held on Tuesday, April 8th, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Mark Adair, Dean Johnson, Jeff Kasher and Dave Warner.

Approval of 03-25-2025 Minutes

MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to approve the 03-25-2025 meeting minutes and place it on file. All Ayes: Motion Carried.

Approval of April 8, 2025, Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve April 8, 2025, bill list and place it on file. All Ayes: Motion Carried.

Approval of the March 2025 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve March 2025 Treasurer’s Report and place it on file. All Ayes: Motion Carried.

New Business

Approval Certificate of Authority for Rock Salt Agreement

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Certificate of Authority for Rock Salt Agreement. All Ayes: Motion Carried.

Approval to Discuss Residential Construction Building Permit Fee Deferral Program

Mayor Kernc presented information provided by Zoning Administrator, Cindy Haywood. Haywood spoke with a building contractor requesting a deferral for building permit fees. The village’s previous expired program deferred 50% of the fees and he has requested 100 %. Commissioner Adair stated Kasher does not want to be a bank for builders and does not agree to defer 100%. Commissioner Warner agreed as well. After discussion, a decision was made to not renew a Residential Construction Building Permit Fee Deferral Program.

Approval of Proposal from FSCI for building code update

Mayor Kernc presented the proposal from FSCI. Commissioner Adair is concerned about which code year the update will be based on. Adair would recommend 2021 update. Commissioner Kasher does not want the update to be too stringent, which could defer builders away from Diamond. After further discussion, the decision was made to table item until FSCI can attend a board meeting to discuss updates.

Review Fiscal Year 2025 Budget

Mayor Kernc presented the proposed 2025 Budget. This item will be placed on the agenda for formal approval on April 22, 2025.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated there was nothing out of the ordinary to report.

Buckeye

Mayor Kernc stated pot holing will be completed to check the depth of the underground pipe. This item was tabled.

Engineer Updates

No Report

Public Works Department Updates

Public Works Supervisor Jim Dunning stated the pumps at McGinty Street failed. New non-clog pumps will be installed on Thursday. Village Engineer, Mike Perry, will check when the failed pumps were installed to determine if a claim can be made regarding their failure. New panels are being installed at the lift station. The current transducer will not work with the new panels. Commissioner Kasher inquired when P.T. Ferro will be completing the draining issues on the sidewalks on Route 113.

Clerk Updates

Village Clerk Lori Holmes introduced Laura Warren as her replacement for when she retires.
