City of Marseilles City Council met Oct. 1

Here are the minutes provided by the council:

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on October 1, 2025.

Pledge of Allegiance was said.

Roll call showed the following present: Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: Mayor Hollenbeck.

Anthony Meisner asked if a dumpster on Walnut Street could be moved. He said the dumpster has been there for a while and makes it difficult for him and others to use the sidewalk.

Pete Hall said Saturday October 4, 2025, at 10:30 AM -5 PM in Ottawa Post 33 fundraiser for honor flight people pork chop dinner and a band.

Darryl Tedford asked where the mayor was and if the city still has an ordinance requiring the council members to attend meetings.

Moved by Mayor Pro Tem Kaminski seconded by Commissioner Buckingham that the minutes from the council meeting of September 17, 2025 be approved as displayed and placed on file. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Mayor Pro Tem Kaminski seconded by Commissioner Buckingham that the accounts payable for the last half of September in the amount of $187,221.06 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Small, Buckingham, and Mayor Pro Tem Kaminski. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Small that the payroll for the last half of September in the amount of $85,449.45 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Small, Buckingham, and Mayor Pro Tem Kaminski. Nays: None. Abstain: Commissioner Scheib.

Moved by Mayor Pro Tem Kaminski that Resolution 2025-16, a resolution designating Freedom of Information officers for the City of Marseilles be adopted. Ayes: Commissioner Small, Buckingham, and Mayor Pro Tem Kaminski. Nays: Commissioner Scheib.

Moved by Mayor Pro Tem Kaminski seconded by Commissioner Scheib that Resolution 2025-18, a resolution appointing Ed Cavanaugh as deputy city clerk for the City of Marseilles be adopted. Ayes: Commissioner Small, Scheib, Buckingham, and Mayor Pro Tem Kaminski. Nays: None.

Moved by Commissioner Small seconded by Commissioner Buckingham that Resolution 2025-17, a resolution authorizing the sale of surplus real property owned by the City of Marseilles and providing for public notice thereof be adopted. Ayes: Commissioner Small, Buckingham, and Mayor Pro Tem Kaminski. Nays: Commissioner Scheib.

Moved by Commissioner Small seconded by Commissioner Buckingham that Ordinance 1896, an ordinance amending Chapter 73 of the Municipal Code of the City of Marseilles, LaSalle County, Illinois be adopted. This ordinance prohibited all gas-powered bikes. Ayes: Commissioner Small, Buckingham, and Mayor Pro Tem Kaminski. Nays: Commissioner Scheib.

Commissioner Small announced trick or treating hours will be on 10/31/2025 from 5-7 P.M.

Commissioner Scheib said Mayor Hollenbeck threatened to call law enforcement on his supervisor after she refused to reprimand him. He said in early 2025 an online complaint was made with his employer. He said the city was served with a federal suit, by which he said he was not a plaintiff on the suit. Commissioner Scheib read a letter from the city to the Chamber of Commerce from November of 2017 regarding ongoing FOIA’s. He said he believes the city’s actions are putting it in danger and warned to beware of an independent investigation.

The sealed bid opening for the First Avenue watermain project took place. Grand Rapids bid $132,903.00, John Pohar and Son’s bid $134,495.00, Conley Excavating bid $179,780.27, and D Construction bid $262,953.00.

The sealed bid opening for the Bratton Avenue Tower Circle Drive drainage project took place. Grand Rapids bid $97,159.00, John Pohar and Son’s bid $130,475.96, D Construction bid $181,898.00, and Conley Excavating $197,902.00.

Commissioner Buckingham said clean up days will be October 9-11, 2025, at the city garage. He said there are no fishing signs around the city hall police department building, if caught tickets will be issued.

Moved by Mayor Pro Tem Kaminski that Ordinance 1895, an ordinance Section 33.91 (B) of the municipal code of the City of Marseilles, LaSalle County, Illinois be adopted.

Ayes: Commissioner Small, Buckingham, and Mayor Pro Tem Kaminski. Nays: Commissioner Scheib.

Mayor Pro Tem Kaminski said the fireman’s pork chop dinner fundraiser will be held October 6, 2025.

City Engineer Mike Etscheid said Universal Asphalt is preparing work on Oakdale Street.

Lincoln Street bid opening will be October 15 during the council meeting. No heavy traffic is allowed on the Lincoln Street bridge. The bridge will need to be inspected by Chamlin. 

Moved by Commissioner Small seconded by Commissioner Schieb that the City Council adjourns. Ayes: Commissioner Small, Scheib, Buckingham, and Mayor Pro Tem Kaminski. Nays: None
