City of La Salle City Council met Jan. 11.

The meeting was called to order at 6:31 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present-Mayor Grove, Aldermen Bacidore, Ptak, Reynolds, Lavieri, Jeppson, Herndon, Crane

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Reynolds and seconded by Alderman Jeppson to accept and place on file the Minutes of the Regular Meeting of the City Council held December 28, 2020. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Crane to accept and place on file the Minutes of the Economic Development Committee meeting held December 30, 2020. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Herndon and seconded by Alderman Crane to grant the request of Ameren Illinois to break ground at 392 N. 2959th Road to install gas and underground electric. Each and every alderman has a copy.

Moved by Alderman Reynolds and seconded by Alderman Crane to grant the request of Sportsman’s Tap for a 2021 Raffle license. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Bacidore to grant the request of the Knights of Columbus Calvert Council No. 792 to hold its annual Tootsie Roll candy sales on September 17-19, 2021 at the intersection of 11th and Bucklin Streets and at La Salle businesses. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

REPORTS OF CITY OFFICERS

Moved by Alderman Ptak and seconded by Alderman Jeppson to accept and place on file the Treasurer’s Report for December 2020 showing total cash balances in the La Salle State Bank of $10,223,373.74 and in Hometown National Bank of $4,438,052.20.

Voice vote, all ayes. Motion carried.

COMMUNICATIONS

Clerk Brown read a thank you letter from the family of Bob Uranich. It was then moved by Alderman Herndon and seconded by Alderman Lavieri to accept and place the communication of file. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

STANDING COMMITTEES

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Economic Development Committee regarding a request from Ryan Anderes on behalf of Uptown Grill for a Redevelopment Incentive Program grant totaling $12,500 for premises located at 601 First Street. Each and every alderman has a copy.

A motion was made by Alderman Crane and then seconded by Alderman Jeppson to accept the recommendation of the Economic Development Committee regarding grant recipients of the “ES” Program, but it was then realized a formal motion had been prepared to be read before the council. It was then moved by Alderman Ptak and seconded by Alderman Lavieri to approve the recommendations of the Economic Development Committee regarding approval of the list of potential grant recipients of the “ES” Grant Program through the Federal CARES Act and the State of Illinois Cures Act, subject to each grant recipient being responsible to comply with all applicable laws and regulations, and further subject to such further terms and conditions as may be deemed appropriate in the exercise of appropriate discretion by the La Salle City Council. Each and every alderman has a copy.

Mayor Grove thanked Leah Inman and the committee for their work on this grant. He said it shows great support for our businesses. He added that he was also very happy that each business that applied received some grant money.

ORDINANCES/RESOLUTIONS

Moved by Alderman Ptak and seconded by Alderman Lavieri to approve and place on file Resolution 202101: A Resolution Approving Grant Recipients in Regard to State of Illinois Department of Commerce and Economic Opportunity Local Cures Economic Support Payments Grants subject to the terms provided herein. Each and every alderman has a copy.

Resolution 202101:

Approving Grant Recipients in Regard to State of Illinois Department of Commerce and Economic Opportunity Local Cures Economic Support Payments Grants subject to the terms provided herein.

Alderman Herndon asked Attorney McPhedran if all municipalities were required to pass a resolution concerning these grant awards. Attorney McPhedran stated that it was unclear from the State if it was required, but it was thought to be in the best interest of the City of La Salle and the State to formally show the grants were favored by the Economic Development Committee, the City Council and the businesses. Attorney McPhedran stated that there are other documents associated with this grant that will need to be signed by the businesses that further protect the City.

Alderman Ptak asked if it was the responsibility of the businesses to come in to receive their checks. Economic Development Director Leah Inman stated that she has been personally delivering checks as she does need some documents signed by the business owners.

COMMENTS

Mayor thanked the public, volunteers and city staff for their efforts to make this year’s Celebration of Lights a success. Mayor Grove said that we were fortunate to have great weather until the last week. He said he has received many positive comments and he thanked those who also guests supported La Salle businesses as part of their visit to the light display.

Mayor thanked the Public Works staff for their efforts to keep our streets cleared during the recent snow events. As a reminder, Mayor Grove informed the public that cars need to be removed from all streets and alleys during accumulating snowfall in order for plows to safely navigate and clear the roads efficiently.

APPROVAL OF BILLS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, pay and place on file bills for December 28, 2020 with Total Submitted: $831,040.18 (Total Payroll $194,782.29, Bills to be Paid $186,009.92) Total Bills Paid $450,247.97. Each and every alderman has a copy.
